475 There being no further business before the Council, Councilman Szymkowiak made a motion to adjourn. Councilman Geib seconded the motion. Time: 9:15 P.M. INFORMAL PUBLIC HEARING ON BUDGET ORDINANCE FOR 1968 August 14, 1967 Be it remembered that members of the Common Council met in the Police Classroom of the Municipal Services Facility at 9:30 P.M., with all members present. In accordance with a custom set in the past few years, the meeting was called for the purpose of an informal public hearing on the proposed budget for 1968. The meeting was called to order by Chairman of the Committee of the Whole, Edwin T. Smith, who presided. Each department was considered separately and speaking on the proposed budget were the following: Mayor Lloyd Allen Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association; City-Controller, James A. Bickel, Kathryn L. Blough, City Clerk; Robert J. Dueomb, City Attorney; Dr. Harry J. McGrane, Veterinarian; Mrs. Raymond Flanaghan, President of the Humane - Society; A. E. Tovey, Manager of the Morris Civic Auditorium; Lloyd Taylor, City Engineer, Forrest..West, Building Commissioner; Clifton P. Engle, Cemetery Sexton; Thomas McNaughton, Police Chief; Jack Bland, Chairman of the Salaries Committee of the South Bend Firefighters Association; Cecil McHenry, Fire Chief; A recess was called at 11 :00 P.M. Reconvened: 11 :10 P.M. Speaking further on the budget were Richard Gartner, Street Commissioner; Clem Hazinski, Traffic Engineer; Eugene Zimmer, Manager, Municipal Services Facility; Eugene Radecki, Electrical Superintendent; John Hunt, Radio Department; Frank Kolosczar, Sanitation Department; Charles VanDeVeire, Park Superintendent; Howard Bellinger, Executive Director of the Urban Redevelopment Commission and George Neagu,.Executive Director of the Human Relations and Fair Employment Practices Commission.
