REGULAR_ AUGUST 14, 1967 REPORT OF URBAN REDEVELOPMENT AND PUBLIC HOUSING COMMITTEE To the Common Council of the City of South Bend: Your Committee on Urban Redevelopment and Public Housing to whom was referred "A RESOLUTION APPROVING APPLICATION OF THE PROVISIONS OF SECTION 23 OF THE UNITED STATES HOUSING ACT OF 1937, . AS AMENDED, TO THE CITY OF SOUTH BEND, INDIANA" Respectfully report that they have examined the matter and that in their opinion the Resolution should be favorably adopted and held for public hearing on September 11, 1967. /s/ Robert 0. REPORT OF URBAN REDEVELOPMENT AND PUBLIC HOUSING COMMITTEE To the Common Council of the City of South Bend: Your Committee on Urban Redevelopment and Public Housing to whom was referred "A RESOLUTION RECOMMENDING THAT THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA, PROCEED WITH A PURCHASE AND LEASING PROGRAM ". Respectfully report that they have examined the matter and that in their opinion the Resolution should be accepted and placed on file. There being no objections, the report was accepted and placed on file. RESOLUTION RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, RECOMMENDING THAT THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA, PROCEED WITH A PURCHASE AND LEASING PROGRAM. /s/ Robert 0. Laven, Chairman WHEREAS, the Redevelopment Department of the City of South Bend is providing funds for a pilot study which will utilize the facilities of the Social Science Training and Research Laboratory of the University of Notre Dame and the records of. the Housing Authority; and WHEREAS, the study could lead to a program under which the Housing Authority would buy or lease suitable housing for persons displaced by renewal projects; and WHEREAS, there are a number of sound houses which are in a deteriorated condition; and WHEREAS, deteriorated houses lead to deteriorated neighborhoods NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: That a recommendation be made to the Housing Authority of the City of South Bend, Indiana, that it proceed under Section 23, Leasing Program of the Housing Act of 1965 to procure and rehabilitate older, deteriorating houses for the purpose of halting deterioration of neighborhoods and making these houses available to families in need, for rent or purchase, with emphasis on larger houses. Submitted for consideration this 10 day of July , 1967 by Councilman /s/ Janet S. Allen Councilman Wise made a motion that the Resolution be accepted and placed on file. Councilman Szymkowiak seconded the motion. Motion carried. NEW BUSINESS Councilman Allen read a communication from a citizen suggesting that bus transportation be- instituted- foryoung- sters,in designated,dreas in the City, to the YMCA. Councilman Allen expressed a desire for a Council Committee to study the matter. Councilmen Wise and Laven volunteered to serve on the special committee. Councilman Allen then read a report from the Parking Meter Department stating that the reason for the reduction in amount of fees collected from parking meters is the result of heavy snows during the past winter, and the extensive amount of construction now in progress in the downtown area.
