REGULAR_ AUGUST 14, 1967 <br />REPORT OF URBAN REDEVELOPMENT AND PUBLIC HOUSING COMMITTEE <br />To the Common Council of the City of South Bend: <br />Your Committee on Urban Redevelopment and Public Housing to whom was referred "A RESOLUTION APPROVING APPLICATION <br />OF THE PROVISIONS OF SECTION 23 OF THE UNITED STATES HOUSING ACT OF 1937, . AS AMENDED, TO THE CITY OF SOUTH BEND, <br />INDIANA" <br />Respectfully report that they have examined the matter and that in their opinion the Resolution should be <br />favorably adopted and held for public hearing on September 11, 1967. <br />/s/ Robert 0. Laven, Chairman <br />There being no objections, the report was accepted and placed on file. <br />REPORT OF URBAN REDEVELOPMENT AND PUBLIC HOUSING COMMITTEE <br />To the Common Council of the City of South Bend: <br />Your Committee on Urban Redevelopment and Public Housing to whom was referred "A RESOLUTION RECOMMENDING THAT <br />THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA, PROCEED WITH A PURCHASE AND LEASING PROGRAM ". <br />Respectfully report that they have examined the matter and that in their opinion the Resolution should be <br />accepted and placed on file. <br />There being no objections, the report was accepted and placed on file. <br />RESOLUTION <br />RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, RECOMMENDING <br />THAT THE HOUSING AUTHORITY OF THE CITY OF <br />SOUTH BEND, INDIANA, PROCEED WITH A PURCHASE <br />AND LEASING PROGRAM. <br />/s/ Robert 0. Laven, Chairman <br />WHEREAS, the Redevelopment Department of the City of South Bend is providing funds for a pilot study which will <br />utilize the facilities of the Social Science Training and Research Laboratory of the University of Notre Dame <br />and the records of. the Housing Authority; and <br />WHEREAS, the study could lead to a program under which the Housing Authority would buy or lease suitable housing <br />for persons displaced by renewal projects; and <br />WHEREAS, there are a number of sound houses which are in a deteriorated condition; and <br />WHEREAS, deteriorated houses lead to deteriorated neighborhoods <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />That a recommendation be made to the Housing Authority of the City of South Bend, Indiana, that it proceed <br />under Section 23, Leasing Program of the Housing Act of 1965 to procure and rehabilitate older, deteriorating <br />houses for the purpose of halting deterioration of neighborhoods and making these houses available to families <br />in need, for rent or purchase, with emphasis on larger houses. <br />Submitted for consideration this 10 day of July , 1967 <br />by Councilman /s/ Janet S. Allen <br />Councilman Wise made a motion that the Resolution be accepted and placed on file. Councilman Szymkowiak <br />seconded the motion. Motion carried. <br />NEW BUSINESS <br />Councilman Allen read a communication from a citizen suggesting that bus transportation be- instituted- foryoung- <br />sters,in designated,dreas in the City, to the YMCA. Councilman Allen expressed a desire for a Council Committee <br />to study the matter. Councilmen Wise and Laven volunteered to serve on the special committee. <br />Councilman Allen then read a report from the Parking Meter Department stating that the reason for the reduction <br />in amount of fees collected from parking meters is the result of heavy snows during the past winter, and the <br />extensive amount of construction now in progress in the downtown area. <br />
