<br />Chairman Smith stepped down as Chairman of the Committee of the Whole to state that although he is a
<br />member of the Fees and Salaries Committee, he did not vote for the above changes to the originally submitted
<br />Ordinance, but instead had cast a dissenting vote. Councilman Hunter joined Chairman Smith in his dissention,
<br />but added that he had not cast a vote due to his absence from the City at the time of the meeting.
<br />There being no further objections, the report was accepted as read and placed on file.
<br />ORDINANCE
<br />AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED
<br />OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND,
<br />INDIANA, FOR THE YEAR 1968 (Filed July 10, 1967)
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
<br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance were : Mayor Lloyd M. Allen,
<br />Dr. Bernard J. Streets, member of Human Relations Commission` Thomas L. Shaffer, Professor of Law of the
<br />University of Notre Dame read a communication from Reverend Theodore M. Hesburgh, C.S.C., President of Notre
<br />Damej in favor of the Ordinance. Also speaking in favor of the Ordinance were: Leo Newman, member of the
<br />Human Relations Commission; George V. Neagu, Executive Director of the Human Relations, Fair Employment Practices
<br />Commission; Reverend Billy W. Kirk, Pastor of Layman Chapel Church; James Walsh, 3022 Salem Dr.; Reverend
<br />Lawrence Crockett, President of the South Bend Chapter of the N.A.A.C.P.; David Hibler, worker at the Christian..
<br />Service Center; Reverend Edward Palmer, 221 S. Camden St.; James Hanley, 1839 Churchill Dr.; Richard Giloth,
<br />1412 Anderson; Milton D. Willford, Executive Secretary of the Council of Churches of St. Joseph County;

<br />Executive Secretary of the South Bend Civic Planning Association, Inc. read the following communication:

<br />Mrs. Allen and Gentlemen:
<br />July 24, 1967
<br />Directors of the South Bend Civic Planning Association have reviewed the proposed salary ordinance and
<br />suggested amendments later proposed. We present the following recommendations for your earnest consideration:
<br />That the general salary increase be set at $200.00
<br />That the increase to the Mayor's Administrative Assistant, Project Engineers, Communications Supervisor,
<br />Park Assistant Superintendent, Zoo Keeper, Florist and Greenskeeper, F.E.P.C. and Human Relations Executive
<br />Director, Urban Redevelopment Assistant Director, Real Estate Officer and Relocation Director be limited to
<br />$500.00. (We'd like to point out that the proposed salary for the Administrative Assistant and the F.E.P.C.
<br />Director would be greater than the Chiefs of the Police and Fire Departments). Also, we again ask you to
<br />consider combining the positions of Administrative Assistant and Municipal Services Facility.
<br />That the Assistant Manager of the Morris Auditorium receive the same increase as other part time employees
<br />(such as Crossing Guards).
<br />That the salaries proposed for the Deputy City Controller and City Attorney be as proposed.
