ESE <br />ORDINANCES, FIRST AND SECOND READING <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />TO ACCOUNT XX 25, "REPAIRS OF EQUIPMENT" IN <br />THE AMOUNT OF $5,000.00 AND THE TRANSFER IN <br />THE SAME ACCOUNT XX72, "MOTOR EQUIPMENT" IN <br />THE SANITATION DEPARTMENT ALL BEING IN THE <br />GENERAL FUND. <br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a <br />motion that the Ordinance be set for public hearing on April 24, 1967. Councilman Allen seconded the <br />motion. Motion carried. <br />RESOLUTION <br />RESOLUTION APPROVING PROGRESS REPORT UNDER <br />THE WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT, AS AMENDED <br />WHEREAS, a "Review of Progress Under the Workable Program for Community Improvement" <br />was heretofore filed with the Common Council of the City of South Bend, which report is <br />now before the Common Council, and <br />WHEREAS, the approval of the Common Council to said progress report is required by <br />the Department of Housing and Urban Development of the United Stated of America as <br />a continuing requisite for the City of South Bend's eligibility to receive federal <br />funds, and <br />WHEREAS, the Common Council has examined said report and finds it to be a satisfactory <br />report on the plans of the South Bend Redevelopment Department. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, that <br />the report captioned "Review of Progress Under the Workable Program for Community Improvement <br />be submitted for recertification. <br />Dated and approved this 10th day of April, 1967. <br />Js/ Walter M. Szymkowiak <br />Member of the Common Council <br />Speaking in favor of the Resolution was Howard J. Bellinger, Executive Director of the Urban Redevelopment <br />Department. Questioning Mr. Bellinger about the Resolution were Councilmen Allen, Geib, Smith and Wise. <br />They voiced their objections to the wording of the Workable Program, and to the fact that the report <br />had been submitted to them at such a late date. Councilman Geib made a motion to recess. Councilman <br />Laven seconded the motion. Motion carried. Time: 9:04 P.M. Reconvened: 9:09 P.M. Councilman <br />Geib made a motion that the Resolution be amended in the second paragraph, line two; to read: "required ", <br />instead of "acquired" ; Paragraph Three, line two: after the word "it" add the following words: <br />"to be a satisfactory report on the plans of the South Bend Redevelopment Department "; Paragraph Four; line <br />four: delete the following words: "and the same is hereby in all things ratified, approved and confirmed, <br />and directed that it be ". Councilman Laven seconded the motion. Motion carried. Councilman Smith <br />made a motion that the Resolution be adopted by a roll call vote. as amended. Councilman Laven <br />seconded the motion Motion carried. The Resolution was adopted by a roll call vote of 9 ayes , (Councilmen <br />Hunter, Allen, Palmer, Wise, Geib, Szymkowiak, Laven, Smith and Muszynski) 0 nays, 0 absent. <br />NEW BUSINESS <br />Councilman Muszynski inquired about damage done by snow plows to curbs in his district, during the <br />snow storms this past winter. City Attorney, Robert J. DuComb answered that all claims for damages may <br />be filed in the office of City Clerk. <br />There being no further business before the Council, Councilman Geib made a motion to adjourn.
