ESE ORDINANCES, FIRST AND SECOND READING AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT XX 25, "REPAIRS OF EQUIPMENT" IN THE AMOUNT OF $5,000.00 AND THE TRANSFER IN THE SAME ACCOUNT XX72, "MOTOR EQUIPMENT" IN THE SANITATION DEPARTMENT ALL BEING IN THE GENERAL FUND. The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the Ordinance be set for public hearing on April 24, 1967. Councilman Allen seconded the motion. Motion carried. RESOLUTION RESOLUTION APPROVING PROGRESS REPORT UNDER THE WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT, AS AMENDED WHEREAS, a "Review of Progress Under the Workable Program for Community Improvement" was heretofore filed with the Common Council of the City of South Bend, which report is now before the Common Council, and WHEREAS, the approval of the Common Council to said progress report is required by the Department of Housing and Urban Development of the United Stated of America as a continuing requisite for the City of South Bend's eligibility to receive federal funds, and WHEREAS, the Common Council has examined said report and finds it to be a satisfactory report on the plans of the South Bend Redevelopment Department. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, that the report captioned "Review of Progress Under the Workable Program for Community Improvement be submitted for recertification. Dated and approved this 10th day of April, 1967. Js/ Walter M. Szymkowiak Member of the Common Council Speaking in favor of the Resolution was Howard J. Bellinger, Executive Director of the Urban Redevelopment Department. Questioning Mr. Bellinger about the Resolution were Councilmen Allen, Geib, Smith and Wise. They voiced their objections to the wording of the Workable Program, and to the fact that the report had been submitted to them at such a late date. Councilman Geib made a motion to recess. Councilman Laven seconded the motion. Motion carried. Time: 9:04 P.M. Reconvened: 9:09 P.M. Councilman Geib made a motion that the Resolution be amended in the second paragraph, line two; to read: "required ", instead of "acquired" ; Paragraph Three, line two: after the word "it" add the following words: "to be a satisfactory report on the plans of the South Bend Redevelopment Department "; Paragraph Four; line four: delete the following words: "and the same is hereby in all things ratified, approved and confirmed, and directed that it be ". Councilman Laven seconded the motion. Motion carried. Councilman Smith made a motion that the Resolution be adopted by a roll call vote. as amended. Councilman Laven seconded the motion Motion carried. The Resolution was adopted by a roll call vote of 9 ayes , (Councilmen Hunter, Allen, Palmer, Wise, Geib, Szymkowiak, Laven, Smith and Muszynski) 0 nays, 0 absent. NEW BUSINESS Councilman Muszynski inquired about damage done by snow plows to curbs in his district, during the snow storms this past winter. City Attorney, Robert J. DuComb answered that all claims for damages may be filed in the office of City Clerk. There being no further business before the Council, Councilman Geib made a motion to adjourn.
