1 MITTEE - -OF -THE WHOLE MEETING <br />AUGUST 31, 1964 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the C ouncil Chambers in the City Hall on Monday, August 31, 1964, at 8:00 P.M., with all members present. <br />The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who presided. <br />ORDINANCE <br />AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS THE ZONING <br />ORDINANCE OF SOUTH BEND, INDIANA <br />(1845 Prairie Avenue) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Muszynski made a motion that the ordinance go to the <br />Council as favorable. Councilman Palmer seconded the motion., Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING <br />THE EXPENSES OF ALL BUDGET OPERATED DEPARTMENTS OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 1965, AND ENDING DECEMBER 31, 1965, INCLUDING <br />DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS <br />APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE <br />GENERAL FUNDS, OF SAID CITY TO -WIT: STREET, TRAFFICJ'AND PARR <br />DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, <br />AND THE CITY PLAN AND URBAN REDEVELOPMENT AND FAIR EMPLOYMENT <br />PRACTICES COMMISSIONS, BUILDING DEMOLITION, REPAIR AND CONTINGENT <br />FUND, PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, <br />ART ASSOCIATION FUND AND THE URBAN REDEVELOPMENT FUND: PROVIDING <br />THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, <br />REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HERE- <br />'WITH: PROVIDING A TIME WHEN THE SAME SHALL TARE EFFECT. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Colfax Ave. Councilman Geib read Report of Ways and Means <br />Committee regarding reductions in the 1965 proposed budget: <br />OFFICE OF MAYOR <br />Amend Item A -212 Postage by striking $275.00 and inserting $200.00; A -213 Traveling Expenses by striking <br />$2,200.00 and inserting $2,000.00; A -252 Repairs of Equipment by striking $100.00 and inserting $75.00; Grand <br />Total by striking $25,051.00 and inserting $24,751.00. <br />OFFICE OF CONTROLLER <br />Amend Item B -212 Postage by striking $225.00 and inserting $200,00; B -213 Traveling Expenses by striking $500.00 <br />and inserting $400.00; B -361 Official Records by striking $200.00 and inserting $100.00; Grand Total by striking <br />$175,465.00 and inserting $175,040.00. <br />OFFICE OF CITY CLERK <br />Amend Item C -I1 Salary of 2 Traffic Bureau Clerks by striking $11,205.00 and inserting $7,470.00; C -213 Traveling, <br />Expenses by striking $660.00 and inserting $380.00; C -54 Clothing Allowances (Meter Maids) by striking $940.00 <br />and insetting $400.00; Grand Total by striking $61,640.00 and inserting $61.085.00. <br />OFFICE OF CITY TREASURER <br />The 1965 budget proposal for the Office of City Treasurer is reasonable as presented. <br />OFFICE OF CITY JUDGE <br />Amend Item E -11 Salary of Probation Officer by striking $6,300.00 and inserting $6,000.00; Grand Total by <br />Striking $20,510.00 and inserting $20,210.00. <br />BUDGET OF THE COMMON COUNCIL <br />Amend Item F -362 Stationery and Printing by striking $600.00 and inserting $300.00; Grand Total by striking <br />$23,476.00 and inserting $23,176.00. <br />OFFICE OF CITY ATTORNEY <br />The requested budget of the Office of City Attorney cannot be reasonably reduced beyond that which has already <br />been done by the City Attorney, Mr. DuComb. <br />
