o. $3 <br />COMMITTEE OF THE WHOLE MEETING — JULY 27. 1964 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, July 27, 1964, at 8:00 P.M., with all members present. <br />The meeting was called to order by Councilman Edwin T. Smith, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Triangular parcel.of land bounded by New York Central R.R. Co., <br />_Grand Trunk Western R.R. Co. and Laurel Street) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance were the following: Mr. Richard <br />A. Kirkman, 1118 Queen St.; -Jesse Dickinson, Executive Director of the South Bend Housing Authority; Paul Boehm, <br />Recreation Director of the Park Department and Kenneth Augustine, 709 Harrison Ave. Speaking against the <br />Ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Association. <br />Councilman Glass, made a motion that the ordinance be reported to the Council as favorable. Councilman Muszynski <br />seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(West side of South Phillips Street,.in the.1600 Block, between <br />West Indiana and West Dubail Avenues) - <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to.be heard thereon. The Clerk read a Report from the City Planning Commission. <br />Councilman Hupzynski made a motion this ordinance be reported to the Council as unfavorable. Councilman <br />Szymkowiak seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Indiana Ave., Kemble Ave., Dubail Ave. and_Alley.East of Prairie <br />Avenue) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Muszynski made a motion this ordinance be reported to <br />the Council as favorable. Councilman Palmer seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702 <br />(Indiana Ave., Nash St., Calvert St.-and Brookfield Street) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Muszynski made a motion this ordinance be reported to <br />the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702 <br />(Napoleonr.Blvd., St. Louis Blvd., Corby St., St. Vincent St., Hill <br />Street and.Alley West of Lawrence Street) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Palmer made a motion that this ordinance be reported <br />to the Council as favorable. Councilman Hunter seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING SUB - SECTION 301.2, FIRE DISTRICT NO, 23, OF <br />SECTION 127.0, BOARD OF SURVEY CONSTITUTING A PART OF ORDINANCE <br />N0, 4381 -61. <br />This being the.time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Glass made a motion this ordinance be reported to the <br />Council as favorable. Councilman Hustyask£ seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702 ADOPTED BY THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND ON THE 14TH DAY OF JUNE, 19492 <br />COMMONLY KNOWN AS THE ZONING ORDINANCE.OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />(Southwest corner of Lincolaway East and Twyckenham Drive) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance were the following: Mr. Russell <br />Fisher, Attorney for Petitioners Gladys Batey, Lynndon E. Scheid, John J. and Lottie Torzewski, Sylvia Pence, <br />Clement and Alice M. Ladewbki; Mr. Gordon Farquar of the Shell Oil Company, and Miss Sylvia Pence. Speaking <br />against the Ordinance was Miss Barbara Steele, 1905 Randolph St. Also speaking in favor of the Ordinance was <br />Mr. Lyandon E. Scheid of 1456 Lincoinway East. <br />The Clerk read the report from the City Planning Commission dated June 10th, 1964. Councilman Glass made a <br />motion that this ordinance be reported to the Council as favorable. Motion lost by a roll call vote of <br />4 ayes (Councilmen Geib, Glass, Smith and Muszynski), 5 nays (Councilmen Hunter, Allen, Palmer, Wise and <br />Szymkowiak). <br />Councilman Hunter made a motion that this ordinance be reported to the Council as.unfavorable. Councilman <br />Wise seconded the motion. Motion carried. <br />
