REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 ". (Mishawaka Ave.) Respectfully report that they have examined the matter and that in their opinion it should be reported favorable. /s/ Edwin T. Smith, Chairman Councilman Glass made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE NO. 4619 - - -64 AN ORDINANCE REPEALING AN ORDINANCE PROVIDING AN ORDERLY PROCEDURE BY WHICH EMPLOYEES MAY BE HEARD CONCERNING BUDGET ITEMS WHICH AFFECT THEIR SALARIES AND WAGES AND BY WHICH EMPLOYEES MAY PRESENT GRIEVANCES WHICH RESULT FROM DIFFERENCES OF OPINION BETWEEN SUPERVISORS AND EMPLOYEES UPON WORKING CONDITIONS, iNCEUDING ARBITRATION PROCEDURES AND PROVISIONS FOR DEDUCTING FROM EMPLOYEES' WAGES FUNDS TO PAY ORGANIZATIONS OF EMPLOYEES, AS AMENDED, KNOWN AS ORDINANCE 4612 -63, ENACTED, ON THE 13TH DAY OF NOVEMBER, 1963. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Palmer) ORDINANCE NO, 4622 - - -64 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702,AS AMENDED (Arthur, Eddy, Sorin & McKinley Ave.) The ordinance was given third reading and passed by a roil call vote of 8 ayes - 0 nays - 1 absent (Councilman Palmer). ORDINANCE N0, 4623 - - -64 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS AMENDED (Jacob, Eddy, McKinley, Colfax and LaSalle Ave.) The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Palmer). ORDINANCE NO. 4624 - - -64 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702 (MishawakarAve. & 33rd St.) The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Palmer) . ORDINANCE' - FIRST AND SECOND READING AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Linden Avenue & College Street) The ordinance was given first reading by title and second reading in full. Councilman Geib made a motion that the ordinance be set for public hearing on February 10, 1964. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE - FIRST AND SECOND READING AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Lot at 142 So. Meade St.) The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the ordinance be set for public hearing on February 10, 1964. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE - THIRD READING AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (Location 17869 Edison Road) The ordinance was given third reading and lost by a roll call vote of 1 aye (Councilman Glass), 7 nays (Councilman Hunter, Allen, Wise, Geib, Szymkowiak, Smith and Muszynski)% 1 absent (Councilman Palmer). Councilman Wise made a motion that the Ordinance be referred back to the City Planning Commission for further study. Councilman Smith seconded the motion. Motion carried.
