<br />Your Committee of the Whole, to whom was referred
<br />AN .ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL
<br />BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL
<br />YEAR BEGINNING JANUARY 1, 1964, AND ENDING DECEMBER 31, 1964, INCLUDING DEPARTMENTS,
<br />FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS
<br />OTHER THAN THE GENERAL FUNDS, OF SAID CITY TO -WIT: STREET, TRAFFIC AND PARK DEPART-
<br />MENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND URBAN
<br />REDEVELOPMENT AND FAIR EMPLOYMENT PRACTICES COMMISSIONS, BUILDING DEMOLITION, REPAIR
<br />AND CONTINGENT FUND, PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART
<br />ASSOCIATION FUND AND THE URBAN REDEVELOPMENT BOND FUND: PROVIDING THAT SUCH APPROPRIA-
<br />TIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF
<br />ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
<br />IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE.SAME SHALL TAKE EFFECT,
<br />Respectfully report that they have examined the matter and that in their opinion it should be reported FAVORABLE, AS
<br />AMENDED.

<br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Lehman).

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND THE
<br />MC ALLISTER MACHINERY COMPANY, INC., FOR THE PURCHASE OF ONE CATERPILLAR, D -330 DIESEL
<br />ENGINE, CRAWLER TYPE TRACTOR BULLDOZER, FOR THE PRICE OF $12,990.00
<br />The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion for suspen-
<br />sion of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1
<br />absent (Councilman Lehman). The Ordinance was then given third reading and passed by a roll call vote of 8 ayes,
<br />0 nays, 1 absent, (Councilman Lehman).
<br />RESOLUTION NO. 42 - - -63
<br />WHEREAS, the year 1963 marks the One Hundredth Anniversary of the Negro's Emancipation by Proclamation of
<br />President Abraham Lincoln, and said anniversary has been duly noted by President John F. Kennedy; and,
<br />WHEREAS, there is presently being held at McCormack Place in Chicago, Illinois (A Century of Progress Exposi
<br />tion), which depicts the contribution of Negro Citizens to the cultural, scientific, political, and civic life of
<br />America for the past 100 years; and,
<br />WHEREAS, Saturday, August 31, 1963, has been declared "INDIANA DAY" by the officials of said exposition and
<br />due proclamation has been made by Governor Matthew E. Welsh; and,
<br />WHEREAS, the 100 voice choir of the St. John Missionary Baptist Church of 1601 Liston Street, South Bend,
<br />Indiana, pastored by Reverend Bernard L. White, has been invited to and will be present on said date to represent the
<br />citizens of our great State of Indiana, in the observance of said "INDIANA DAY;" and,
