REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City, of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (East side of Ironwood, North of Edison Road), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. /s/ Eugene Ladewski, Acting Chairman March 26, 1962. Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Allen seconded the motion. Motion carried. Motion carried, ORDINANCE NO. 4445 - - -62 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE FAIR EMPLOYMENT PRACTICE COMMISSION, $155.42, AS AMENDED The Ordinance was given third reading and passed by a roll call vote of 8 ayes and 0 nays, 1 absent (Councilman Lehman). ORDINANCE NO. 4447 - - -62 AN ORDINANCE TO LICENSE POOL ROOMS, POOL HALLS, BILLIARD ROOMS AND BILLIARD HALLS The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays,. 1 absent (Councilman Lehman).1 ORDINANCE NO. 4448 - - -62 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND THE WALLACE '& TIERNAN & COMPANY, INC., OF NEWARK:, NEW JERSEY, FOR THE PURCHASE OF TWO CHLORINATORS FOR THE NORTH PUMPING STATION ALL FOR THE SUM OF $5,110.00 The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion for sus- pension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Lehman). The Clerk then gave the Ordinance its third reading and it was passed by a roll call vote of 8 ayes, 0 nays 1 absent (Councilman-Lehman). RESOLUTION RESOLUTION OF COMMON COUNCIL OF SOUTH BEND, INDIANA, APPROVING UNDERTAKING OF GENERAL NEIGHBORHOOD RENEWAL PLAN AND FILING OF APPLICATION FOR FEDERAL ADVANCE OF FUNDS WHEREAS, under Title I of the Housing Act of 1949, as amended, the Housing and Home Finance Administrator is authori to extend financial assistance to localities in the elimination and prevention of the spread of their slums and urban blight through the planning and undertaking of urban renewal projects; and WHEREAS, under Section 102(d) of said Title I, the Housing and Home Finance'Admihigtra.tor may make advance of funds for the preparation of :General Neighborhood Renewal Plans for urban renewal areas of such scope that the urban rene activities therein may have to be carried out in stages over a period of not more than ten (10) years; and WHEREAS, it is desirable and in the public interest that the City of South Bend, Department of Redevelopment prepare such a General Neighborhood Renewal Plan, presently estimated at Eighteen Thousand, Eight Hundred Fifty Dollars ($18,850) in that certain area, proposed as an Urban Renewal "Area, situated in the City of South Bend, County of St. Joseph, and State of Indiana, and described as follows: Linden Avenue; proposed park - playground, and the New York Central Railroad on the north; the first alley east of Meade Street on the east; Western Avenue on the south; and the first alley west of Chicago Street on the west. NOW, THEREFORE, BE IT RESOLVED by the Common Council, City of South Bend, Indiana as follows: 1. That the proposed Urban Renewal Area described above is an area of such scope that it is estimated that the urb renewal activities therein may have to be carried out in stages over a period of not more than ten (10) years. 2. That the undertaking by the City of South Bend, Department of Redevelopment of the preparation of a General Neighborhood Renewal Plan for the proposed Urban Renewal Area described above is hereby approved.
