14 <br />COMMITTEE OF THE WHOLE MEETING <br />REGULAR MEETING MAY 8, 1961 <br />ORDINANCE <br />AN ORDINANCE CONTROLLING THE OPERATION OF COIN - OPERATED <br />DRY - CLEANING ESTABLISHMENTS <br />The Clerk read the following communication from the Building Commissioner: May 2, 1961 <br />Common Council of the Civil City of South Bend, Indiana. <br />Gentlemen: <br />It has come to my attention that on Monday, April 24, you gave first and second reading to an ordinance which would <br />require a licensed attendant in self - service coin - operated dry cleaning establishments. <br />I have read the subject ordinance and find no objections to the provisions as set forth therein. However, I do wish <br />to call your attention several other hazards of the operation which should possibly be regulated. <br />You will note from the enclosed article which I wrote for a building officials organization, that certain other <br />hazards exist. In view of this fact, it would seem advisable to include the other safety precautions mentioned in <br />the article in the proposed ordinance. <br />If you should have any further questions concerning this matter, I will be in attendance at your meeting on May 8th, <br />at which time I would attempt to answer those questions. <br />Thank you for your consideration in this matter. <br />Sincerely yours, <br />/s/ Verner L. Permission <br />granted. Mr. Smith stated that he had prepared the Ordinance on regulating coin - operated dry - cleaning establishments <br />because some weeks ago he was asked by the Council to do so. <br />This being the time set for public hearing on the above Ordinance, proponents and opponents were given an opportunit <br />to be heard thereon. Speaking in favor of the Ordinance were Charles Mintz, 534 Coquillard; Morton Ziker, 1708 Eas <br />Wayne Street;,Leonard Opperman, 305 Hawthorne; Irwin Rubin, 1219 East Wayne Street South; Charles Scoglund, 329 <br />Ostemo Place. Opponents to the Ordinance were M. Edward Doran, representing the Low -cost Laundry and.DryyCleining,. <br />Association of South Bend; William B. White, Sales Training Manager for Whirlpool, Benton Harbor, Michigan; James <br />Bark, 4305 Payne Drive, Midland, Michigan; Dr. Latham Crandall, 3600 West Indiana, Elkhart, Indiana; George W. Manue <br />289 Perry Street, Dover, New Jersey. Speaking in rebuttal were Irwin Rubin and Charles Skoglund. <br />Councilman Krueper made a motion that the Ordinance go to <br />the motion. Motion carried by a roll call vote of 5 ayes <br />and.4 nays (Councilmen Kroll, Allen, Coleman and Lehman) <br />the Council as unfavorable. Councilman Muszynski seconded <br />(Councilmen Ladewski, Tellson, Glass, Krueper and Muszynski , <br />There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to <br />adjourn.
