Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the
<br />Council Chambers on Monday, May 8, 1961, at 8:12 P.M., with all members present. The meeting was called to order by
<br />Councilman T. W. Lehman, Chairman, who presided.
<br />ORDINANCE
<br />AN ORDINANCE APPROPRIATING FROM PARKING METER FEES AND FUNDS THE
<br />SUM OF $16,000.00 FOR AN OFF- STREET PARKING SURVEY TO THE BOARD
<br />OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA
<br />The Clerk read the following communication:
<br />To the Common Council May 8, 1961

<br />South Bend, Indiana
<br />Gentlemen: RE: Off Street Parking Survey
<br />A request has been made that the Board of Public Works and Safety state its position with reference to the Off Street
<br />Parking Survey, if the Council made the required funds available to the Board.
<br />If these funds were made available, the Board would include the following in the Plans and Specifications:
<br />1. Origin and destination study.
<br />2. Use and occupancy study.
<br />3. A study as to whether or not curb parking spaces are being properly used, whether time limits and costs are
<br />proper, whether more police enforcements should be applied, and whether use of "Meter Maids" should be recommended.
<br />4. A study of one way streets to and from the downtown business area.
<br />5. A survey of a method of expediting traffic.
<br />6. A survey of parking problems in all neighborhood business areas.
<br />7. A study to ascertain whether more parking meters are necessary and whether unoccupied space should be used for
<br />meters.
<br />8. An overall study of all matters pertaining to off street parking needs to expedite traffic in the community.

<br />Chaifman--Lehman stated that since proponents and opponents were given an opportunity to be heard at the Apr11'24th
<br />meeting of the�Committee of the Whole, they would not be heard again. However, since the Attorneys for both sides
<br />had attended a meeting, which had Councilman Krueper as its chairman, both the attorneys and chairman should make
<br />a report.
<br />Mr. Nicholas Cholis, Attorney for the proponents, was heard. Mr. Louis Chapleau, Attorney for the opponents spoke.
<br />Councilman Allen moved that the Ordinance be amended as follows: "That there be added to Sec,tion,l, a new paragrpah
<br />numbered 2 stating: The said Off Street Parking Survey to include the following in the plans and specifications:
<br />1. Origin and destignation study.
<br />2. Use and occupancy study.
<br />3. A study as to whether or not curb parking spaces are being properly used, whether time limits and costs
<br />are proper, whether more police enforcements should be applied, and whether use of "Meter Maids" should
<br />be recommended.

<br />Councilman Glass seconded the motion. Motion carried.
<br />Councilman Muszynski made a motion that the Ordinance go to the Council as unfavorable. Councilman Krueper seconded
<br />the motion. Motion carried by a roll call vote of 5 ayes (Councilmen Ladewski, Tellson, Glass, Krueper and Muszynski)
<br />4 nays, (Councilmen Kroll, Allen, Coleman and Lehman).
<br />ORDINANCE
<br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
<br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA,
<br />AS AMENDED (Self- service Laundries)
<br />This being the time heretofore set for public "'hearing on the above Ordinance, proponents and opponents were given an
<br />opportunity to be heard thereon. Councilman Coleman made a motion that the Ordinance go to the Council as favorable.
<br />Councilman Ladewski seconded the motion. Motion carried.

<br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNWON AS
<br />THE ZONING ORDINANCE OF THE.CITY OF SOUTH BEND, INDIANA,
<br />(REAL ESTATE INVOLVED LOCATED ON WILLIAMS STREET, NAVARRE
<br />STREET, PORTAGE AVENUE)
<br />Councilman Muszynski made a motion that the Ordinance be continued for two weeks. Councilman Tellson seconded the
<br />motion. Motion carried.
