After due consideration the Commission found that the desired zoning for the property in <br />question would be the best possible zoning for said land area in view of the following <br />reasons: <br />1. The land area directly north of the property in question is zoned "C" Commercial <br />Use and "A" Height and Area District. <br />2. The property in question lies between two designated major thoroughfares, providing <br />adequate traffic circulation. <br />3. Councilman Muszynski made a motion for <br />suspension of rules. Councilman Allen seconded the motion. Councilman Muszynski made a motion for <br />suspension of rules. Councilman Lehman seconded -the motion. Motion lost. Councilman Lehman then made a motion that <br />the Ordinance be set for public Hearing on March 13, 1961. Councilman Krueper seconded the motion. Motion carried. <br />ORDINANCE, FIRST AND SECOND READING <br />AN ORDINANCE AUTHORIZING THE SALE OF A TRACT OF LAND OWNED BY THE <br />MUNICIPAL CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA, DESCRIBED <br />AS FOLLOWS: <br />All of the East Washington Street right of way which lies between the <br />East race and the St. Joseph River, subject to air rights and sewer <br />easements, all in the City of South Bend, St. Joseph County, State of <br />Indiana <br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for <br />suspension of rules. Councilman Krueper objected and asked that the motion be withdrawn. Councilman Muszynski <br />withdrew his motion. Councilman Krueper then made a motion that the Ordinance bb set for public hearing on March 13, <br />1961. Councilman Glass seconded the motion. Motion carried. <br />President Kroll thanked Miss Virginia Guthrie for the minutes which she had taken at the meeting of the Urban Redevel <br />ment and Housing Committee. <br />OLD BUSINESS <br />Councilman Muszynski complained that dogs are again running at large in the 3700 block of Belle Vista and the 800 blo <br />of Wellington and Kenmore. He requested that the Board of Health and the Board of Public Works and Safety give this <br />matter their attention. <br />Councilman Lehman requested a check on dogs running at large in the fifth district. <br />Councilman Glass again requested that the Police Department purchase a patrol boat for the St. Joseph River. Presider. <br />Kroll appointed a Special Committee to investigate the need for a patrol boat.
