<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
<br />Chambers, City Hall, on Monday, August 29, 1960, at 8:09 P.M., with all members present. The meeting was called to
<br />order and the Clerk then read the Call for a Special Meeting, as follows:

<br />CALL FOR SPECIAL MEETING
<br />To the President and Members of the Common Council of the City of South Bend, Indiana:
<br />Gentlemen:
<br />You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the
<br />City of South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is
<br />hereby called to iAeet in the Council Chamber, in the City Hall at the hour of 8:00 P.M., on Monday,
<br />August 29, 1960, for the purpose of considering the following ordinances, to -wit:
<br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL
<br />BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL
<br />YEAR BEGINNING JANUARY 1, 1961, AND ENDING DECEMBER 31, 1961, INCLUDING DEPARTMENTS,
<br />FUNDS, AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM
<br />FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK
<br />DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND
<br />URBAN REDEVELOPMENT COMMISSIONS, THE SOUTH BEND, ST. JOSEPH COUNTY BUILDING AUTHORITY
<br />AND BUILDING DEMOLITION, REPAIR AND CONTINGENT FUNDS: PROVIDING THAT SUCH APPROPRIATIONS
<br />SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY
<br />OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
<br />HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />ALSO
<br />AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1961 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA
<br />The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this
<br />notice on each and every member of the Common Council and make due return of such service of said Call for
<br />Special Meeting.

<br />Councilman Kroll made a motion that the Call be accepted and placed on file. Councilman Muszynski seconded the
<br />motion. Motion carried.
<br />Councilman Lehman, Chairman of the Committee of the Whole, called the meeting to order. Public hearing had
<br />been set for this date on the Ordinances set out in the Call for a Special Meeting.
<br />Proponents and opponents were given an opportunity to be heard.
<br />Councilman Lehman, Chairman, introduced Mayor Edward F. Voorde, who complimented the people present for attendin
<br />the meeting and said that it was a sign of good government when people took an interest. The Mayor also compli-
<br />mented the Councilmen for the work they had done for the past ten nights on this Budget.
<br />Persons who were heard are as follows:

<br />Planning Association;�:Dan Radman; Robert Mynsberg, 1774 Prairie Avenue; Al Litchkai, 1111 Congress; Gerald
<br />Grosvenor, 1237 Ridgedale Road; James Coffelt; Robert Lischgrund, 1205 Garland Road; Stanley Ladd.
<br />Miss Virvinia Guthrie, Executive Secretary of the South Bend Civic Planning Association, read the following
<br />communication which was filed by the Clerk:

<br />As we observe the ascent of our local tax rate to nearly 210% of the rate ten years ago.,, it becomes obvious that
<br />the annual review of the budgets, with some revisions each year, is not sufficient.
<br />Quite frankly, 70% or more of the requested expenditures are not subject to question. As our city increases in
<br />size and as we add new projects to our budgets, which are part of today's problems of industrial and urban
<br />growth, we must of necessity add more to these budgets to continue the governmental services in our community.
<br />However, as this increase in cost continues it should also become apparent that we can no longer continue to
