<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
<br />Chambers, City Hall, on Wednesday, August 5th, 1959, at 7:52 P.M., with all members present. President Stanley C.
<br />Korpal called the meeting to order and presided.
<br />The Clerk read the Call for a Special Meeting.

<br />STATE OF INDIANA SS CALL FOR SPECIAL MEETING
<br />CITY OF SOUTH BEND
<br />To the President, and Members of the Common Council of the City of South Bend, Indiana:
<br />Gentlemen:
<br />You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of
<br />South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet
<br />in the Council Chambers in the City Hall, at the hour of 7:30 P.M., on Wednesday, August 5th, ,959, for the purpose
<br />of the following:
<br />Taking action on the creation of a City- County Building Authority.
<br />The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this
<br />notice on each and every member of the Common Council and make due return of such service of said special meeting.

<br />Councilman Muszynski made a motion that the Special Call be accepted and placed on file. Councilman Hahn seconded
<br />the motion. Motion carried.
<br />ROLL CALL
<br />PRESENT: Councilmen Korpal, Erhardt, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski.
<br />ABSENT: None.
<br />RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND
<br />WHEREAS, the creation of a Building Authority to be a body corporate and politic is authorized by the
<br />statutes of Indiana for the purpose of financing, acquiring, constructing, equipping, operating and leasing to the
<br />governmental units within the territorial boundaries of the county, lands or buildings for public or governmental
<br />purposes; and
<br />WHEREAS; under date of the 25th of May, 1959; the Common Council of 'the City of South Bend by 'resolution
<br />deemed'it in the.best interests of the public to create such an authority in St. Joseph County; that a public
<br />hearing be held and conducted by the Common Council of the City of South Bend, Board of Commissioners of the
<br />County of St. Joseph, and the St. Joseph County Council, and
<br />WHEREAS, on the 9th day of June, 1959 a public hearing was held as to the matter of creation of such an
<br />authority in St. Joseph County, and
<br />WHEREAS, under the Acts of the General Assembly of the State of Indiana, of 1953, Chapter 54, Section 2,
<br />page 163, it is required that a concurrent resolution be agreed upon between the Common Council of the City, Board
<br />of Commissioners of the County and the County Council that there is a need for such an authority and that such an
<br />authority should be created, and
<br />WHEREAS, said Acts also require that a separate resolution be adopted by each body, NOW, THEREFORE,
<br />BE IT RESOLVED: by the Common Council of the City of South Bend ghat there is a need for such an
<br />Authority in St. Joseph County and that such an authority be created as the South Bend - St. Joseph
<br />County Building Authority.
<br />BE IT FURTHER RESOLVED THAT the President of this Council is authorized to act on behalf of this
<br />Council in the signing of a concurrent resolution with the St. Joseph County Commissioners and the
<br />St. Joseph County Common Council
