brought to the attention of the Board of Health. <br />There are 186 cities in the United States with a population of 100,000 or more: In the greater number of these <br />cities both garbage and trash are picked up, done either by the city itself or by private contract with some indivi- <br />dual or corporation. <br />The Board of Health is heartily in favor of adding "trash pickup" to the list of various services which the city <br />already provides for its citizens. <br />South Bend is a city of hundreds of homes and it is a fact that by far the greatest majority of the owners of <br />these homes take great pride in maintaining their property in good condition, however, a minority are indifferent, <br />or unwilling to make any effort to keep the home and premises free from collections of undesirable trash and <br />unsightly debris: Such a resident is a_ detriment to the community in which he lives and to the city in general. <br />The morale of the community is definitely lowered by the presence of such residents and their presence is often <br />the beginning of a new slum area. A trash pickup ordinance, with a penalty for lack of observance, will result in <br />a cleaner and better city for all to live in; hence, the Board of Health is very much in favor of adding trash <br />pickup as a governmental service. <br />A second consideration that makes the Board of Health favor "trash pickup" is the ever increasing danger to our <br />community of rabies. All over the country rabies is becoming more and more a disease of wild life. Domestic <br />animals are protected by preventive treatments but this cannot be carried out in wild life therefore this is the <br />source from which this disease is propogated today. <br />Throughout the current summer season a rat has been found in our city that was definitely rabied: This is the <br />second rat that has been found in recent years with this disease. Collection of trash and unsightly debris very <br />quickly becomes a harbor for our rat population. The danger of such a condition is apparent. A rabied rat could <br />bite a child, or even an adult and thereby start this always fatal disease in one of our residents. Elimination <br />of the rat hazard will be the result of "trash pickup <br />South Bend, in every decade of its existence, has increased its population and it is to be anticipated that the <br />same pattern will be followed in the future. Trash pickup, as well as garbage pickup is essential to large, con- <br />centrated areas of population and its existence in a community is evidence of the progressiveness of the city and <br />the people who live within its boundary lines. <br />The Board of Health definitely favors "trash pickup`.' as a governmental service to be rendered to the people of our <br />city. <br />Yours sincerely, <br />/sl F. Carter, MD <br />F.R.N.Carter, M.D. <br />c :b <br />To supplement the above, the following communication was read from the City%Engineer <br />To Whom It May Concern: <br />The City of South Bend, Indiana operates a sanitary land fill disposal method along with public garbage collection <br />for residential property only. We now have 10 trucks and two on order which will eventually mean 12 trucks operating <br />on a nine route basis. <br />If the city of South Bend is to make a combined collection of garbage and other trash we will nearly triple the <br />volume of material to be picked up. We could provide this dual service by operating 15 routes with 18 trucks. This <br />would mean that we would have to purchase six additional trucks and hire 15 more men for pick up service, one addi- <br />tional maintenance man and one man and one additional piece of equipment at the sanitary land fill site. <br />At the present time the budget for the Sanitation Department is $202,401.50. If this additional service is to be <br />rendered in 1960, the budget for 1960 would be raised by $220,000.00 or a total budget of $422,401.50. The <br />$220,000.00 increase.would represent a ten cent increase in the tax rate. <br />I would recommend that, if such an ordinance were to bs adopted a regulation type and size can be used and that the <br />City pick up only such trash and garbage as would fit in the can with the lid closed. In order to help reduce <br />the rat nuisance, greater cooperation by the residents and strick enforcement of cleanliness around the garbage <br />paid area will be necessary. <br />RSA: me <br />R.
