COMMUNICATION <br />The Common Council <br />City of South Bend <br />Honorable Body: <br />January 2, 1959 <br />The League of Women Voters'study of Urban Renewal and Slum Clearance brought consensus that responsibility and <br />authority should be in one department, namely, the Building Department. <br />The Heating Contractors Association asked that the Heating Department be incorporated with the Building Department. <br />An Ordinance to effect this was submitted by Mr. Verner Lane, Building Commissioner, signed by Mr. Christman, <br />Councilman for the 1st District, and put on the October 22, 1958 agenda. Councilman Erler seconded <br />the motion. Motion carried. <br />DEPARTMENTAL REPORTS <br />A copy of the Annual Report of the City Planning Commission was filed with the Council. Councilman Muszynski made a <br />motion that the Report be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. <br />REPORT OF GRIEVANCE COMMITTEE <br />Councilman Kroll reported on actions taken relative to xhe Junk yard on Dunham Street, He stated that they have <br />found more things to be considered and that a meeting will be held during the next week and a report ready for the <br />next meeting of the Council, <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING ORDINANCES N0. 2243 AND <br />NO. 3208, COMMONLY KNOWN AS THE BUILDING CODE OF THE CITY OF SOUTH -BEND, INDIANA, Respectfully report that they have <br />examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. <br />/s/ Joseph T. Kroll, Chairman. <br />Councilman Hahn made a motion that the report be accepted and placed on file. Motion carried. <br />ORDINANCE NO. 4254 - - -59 <br />AN ORDINANCE AMENDING ORDINANCES NO. 2243 AND NO. 3208, COMMONLY KNOWN AS THE <br />BUILDING CODE OF THE CITY OF SOUTH BEND, INDIANA, <br />The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays, <br />ORDINANCE NO. 4255 - - -59 <br />AN ORDINANCE TO AMEND ORDINANCE NO. 2135 (Bus) <br />The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />ORDINANCE NO. 4256 - - -59 <br />AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS TO THE BOARD OF <br />PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE <br />USES AND PURPOSES SET FORTH THEREIN IN ACCORDANCE WITH CHAPTER 236 OF THE <br />ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1945, AS AMENDED BY <br />CHAPTER 303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1951. <br />The Ordinance was given first reading by title and second reading in full. Councilman Kroll made a motion that the <br />Ordinance be set for Public Hearing on January 26, 1959. Councilman Erhardt seconded the motion. There was no vote <br />taken on the motion as Councilman Hahn made a motion for suspension of the rules. Then, Councilman Kroll withdrew <br />his motion for Public Hearing and Councilman Erhardt withdrew his second to the motion, Councilman Tellson seconded <br />the motion for suspension of rules. Motion carried by,a roll call vote of 9 ayes, 0 nays. The Ordinance was then <br />given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />OLD BUSINESS: <br />Councilman Hahn asked what had been done about a traffic light at the corner of Twyckenham Drive and McKinley Highway. <br />He asked that a check be made with the Traffic Engineer and a report be made at the next meeting of the Council, <br />Councilman Kroll stated that there would be a meeting in regard to intra -city truck traffic Thursday at 8P.M, in the <br />Police Classroom. <br />
