<br />RESOLVE INTO THE COMMITTEE OF THE WHOLE
<br />Council President Laven entertained a motion to resolve the Council into the Committee of the
<br />Whole to consider the items listed on the agenda for the consideration of the Committee of the
<br />Whole. Councilman Reinke so moved, seconded by Councilman Janet S. Allen. Motion carried.

<br />COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee
<br />of the Whole in the Council Chambers of the County -City Building on Monday, August 30, 1971, at
<br />7:20 P.M., with seven members present, two members absent. The meeting was called to order by
<br />Chairman William W. Grounds who presided.
<br />ORDINANCE
<br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING
<br />THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT
<br />OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGIN -
<br />ING JANUARY 1, 1972, AND ENDING DECEMBER 31, 1972, INCLUDING
<br />ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN
<br />THE SAME SHALL TAKE EFFECT.
<br />Chairman Grounds stated that each department's budget would be reviewed and that Councilman
<br />Gerald Reinke would read the proposed changes for each department and that questions by members
<br />of the Council and the audience would be handled immediately after the reading of recommendations
<br />for each budget.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon.
<br />The first budget to be reviewed was that of the Office of Mayor. Councilman Reinke stated that
<br />the Council had no recommendations for any reductions in the budget for this office. Miss
<br />Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association commented that
<br />the Committee of the Whole had received a letter from the Association concerning the 1972 Civil
<br />City Budget. Further, she said it was extremely interesting to note that Account A -213 Travel-
<br />ing Expenses and Account A -261 Promotional Expense had been reduced and asked why. Mr. James A.
<br />Bickel, City Controller, explained that the Promotional Expense was the larger portion of this
<br />budget. This year South Bend is the host city for the Indiana Association of Cities and Towns
<br />which meets here on September 20 and 21, 1971 and a bill in the amount of $1,500.00 has already
<br />been passed on to South Bend so an additional $1,000 was added to the present budget for this
<br />purpose. Mr. Bickel further commented that travel expenses for each department was analyzed and
<br />said account for each department has been reduced. Mrs. Ann Wlodarski and Mrs. Irene Mutzl, re-
<br />presentatives of the St. Joseph County Fair Tax Association, spoke favoring additional reductions
<br />to this budget.
