<br />ORDINANCE NO. 5324 -71
<br />AN ORDINANCE AMENDING CHAPTER 9, SECTION 9 -3,
<br />ORDINANCE NUMBER 4381 -61, ARTICLE 32, SECTION
<br />1700.0, OF THE MUNICIPAL CODE OF THE CITY OF
<br />SOUTH BEND, INDIANA, PROVIDING FOR THE STAND-
<br />ARDS OF ACCEPTED ENGINEERING PRACTICE OF
<br />PLUMBING SERVICES GENERALLY
<br />The ordinance was given third reading by the Clerk. Councilman Grounds made a motion for pass-
<br />age of this ordinance, seconded by Councilman Palmer. The ordinance was passed by a roll call
<br />vote of 8 ayes (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise and Palmer),
<br />1 absent (Councilman Zielinski), and 0 nayes..

<br />AN ORDINANCE AMENDING CHAPTER 20, ARTICLE I, OF THE
<br />SOUTH BEND, INDIANA, MUNICIPAL CODE, 1962, AS AMENDED.
<br />This ordinance was oliven third reading. Councilman Janet Allen made a motion for passage of the
<br />ordinance, seconded by Councilman Szymkowiak. The ordinance vas passed by a roll
<br />call vote of 8 ayes (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise and
<br />Palmer), 1 absent (Councilman Zielinski).
<br />ORDINANCES, FIRST AND SECOND READINGS
<br />ORDINANCE NO. 5326 -71
<br />AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL CITY
<br />OF SOUTH BEND, INDIANA, GENERALLY DESCRIBED AS THE
<br />TWYCKENHAM - EDISON ROAD ANNEXATION.
<br />First and second readings of this ordinance were given by the Clerk. Council President Laven
<br />entertained a motion for the suspension of the rules; motion was made by Councilman Grounds and
<br />seconded by Councilman Palmer. Motion passed 8 ayes, 1 absent (Councilman Zielinski). City
<br />Engineer Taylor explained that this ordinance provides for construction of a 13 -stn ry motel on
<br />the South side of Edison Road and Twyckenham which property was owned by Notre Dame and who
<br />dedicated same to Quarterback, Inc. for the proposed construction and said real estate being out-
<br />side city limits for which proper drainage is now provided. Mr. Joseph J. Guentert inquired
<br />what effect this proposed construction would have on the present three sewage systems, the
<br />Turtle Creek complex also being annexed was currently overloading the sewers. Mr. Taylor ex-
<br />plained that there is no drainage problem at present as there is a storm retention basin at the
<br />corner of Edison Road and Eddy Street presently used by Notre Dame and there is no crowding of
<br />open line sewers. He stated further that dry wells are required. Councilman Reinke moved for a
<br />third reading of this ordinance, seconded by Councilman Grounds. The third reading was then
<br />performed by the City Clerk. Councilman Reinke made a motion for the passage of this ordinance,
<br />seconded by Councilman Grounds. A roll call vote directed passage of this ordinance, 8 ayes
<br />(Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise and Palmer), 1 absent
<br />(Councilman Zielinski). It was recommended that the City Clerk direct a letter to the Area Plan
<br />Commission on the passage of this ordinance.
<br />ORDINANCE
<br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE
<br />AMOUNT OF $35,000.00 FROM THE GENERAL FUND TO THE
<br />FOLLOWING ACCOUNTS IN THE MUNICIPAL SERVICES FACILITY
<br />BUDGET: U -321, "GASOLINE ", $14,000.00; U -252,
<br />"REPAIRS OF EQUIPMENT ", $5,000.00; U -324, "OTHER
<br />GARAGE AND MOTOR SUPPLIES, $8,000.00; AND U -43,
<br />"REPAIR PARTS ", $8,000.00, ALL BEING WITHIN THE
<br />GENERAL FUND.
<br />This ordinance was given first and second readings. Councilman Grounds made a motion that this
<br />ordinance be set for public hearing on Monday, August 9, 1971. Motion seconded by Councilman
<br />Reinke. Motion passed, 8 ayes, 1 absent (Councilman Zielinski).
<br />A motion was made by Councilman Wise that the Common Co City of South Bend, Indiana,
<br />recess until the following day, Tuesday, July 27, 1971, secon e b Councilman Palmer. Motion
<br />carried. 8 ayes, 1 absent (Councilman Zielinski). Time 11:40 P.M.
