REGULAR MEETING JULY 12, 1971 <br />COMMITTEE OF THE WHOLE MEETING <br />(Continued) <br />-9 <br />had reviewed the proposal and having talked with both the policemen and firemen and were un- <br />able to give the 6/ increase in 1970, were considering this merely as a cost of living in- <br />crease in which we are one year behind. Councilman Laven said slides were being shown to re- <br />flect the Council's thinking. Councilman Palmer moved for a five minute recess. Motion was <br />seconded by Councilman Wise. Motion carried unanimously. Time: 9:20 P. M. <br />Committee of the Whole reconvened at 9 :30 P. M. <br />Councilman Reinke made a motion, seconded by Councilman Szymkowiak, that the ordinance go <br />to Council as favorable. Motion carried unanimously. <br />nPnTWAWrR <br />AN ORDINANCE FIXING THE ANNUAL PAY OF FIREMEN FOR <br />THE CALENDAR YEAR 1972 <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Miss Guthrie asked "Row much is <br />this going to increase the taxes next year? Do you have any idea? What can be reduced in <br />the budget ?" Those questions were not answered. Salaries for policemen and firemen total <br />approximately $4,700,000 and for City employees salaries total approximately $2,000,000. <br />Miss Guthrie said many people in this community do not have a cost of living increase, there <br />are a lot of people who are on a fixed rate. Councilman Allen stated "I don't care what you <br />call it, it is a raise, and should be recognized as a raise. I am in accord with Miss Guthrie <br />that cuts must be made in this budget and we must hold it on any increases." Councilman Laven <br />said that the Council has acted responsibly in the past and would undoubtedly do so in the <br />future. Councilman Reinke made a motion, seconded by Councilman Szymkowiak, that the ordi- <br />nance go to Council as favorable. Motion carried unanimously. <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to the Council. Councilman Palmer so moved, <br />seconded by Councilman Wise. Motion carried. Time: 9:35 P. M. <br />ATTEST: <br />REGULAR MEETING - RECONVENED <br />APPROVED: <br />CHAIRMAN <br />Be it remembered that the Common Council of the City of South Bend, Indiana, reconvened in <br />the Council Chambers in the County -City Building on Monday, July 12, 1971 at 9:36 P. M. The <br />meeting was called to order by Council President Robert O. Laven, who presided. <br />REPORT OF THE COMMITTEE ON MINUTES <br />Your Committee on the inspection and supervision of the minutes would respectfully report <br />that they have inspected the minutes of the June 14, 1971 regular meeting, June 17, 1971, <br />special meeting and June 28, 1971 regular meeting of the Council and found them correct. <br />They therefore recommend that the same be approved. <br />/s/ Robert O. Palmer <br />There being no objections, the report was accepted as read and placed on file. <br />CITIZENS REQUESTS - MISCELLANEOUS MATTERS <br />Mrs. Lee Swan said she has observed some young boys in groups of five or six who were to be <br />working cleaning up the park. They play at picking up a few papers, then play follow the <br />leader and go play ball. They arrive at 8 AM and by 8:10 they are finished. They are paid <br />$1.65 per hour. "This is criminal. Does this help to build character for these underpri- <br />vileged boys ?" Councilman Grounds said that he too had seen similar actions and agreed that <br />this is not the way to teach these children. He stated that the Model Cities Program is in <br />charge and that they were in need of supervision./ 48uncil asked the City Clerk to send a <br />letter to Mr. Bickel, who volunteered his services, voicing concern. <br />REPORT OF COMMITTEE OF THE WHOLE <br />Council President Laven entertained a motion to waive the reading of the report of the <br />Committee of the Whole. Councilman Craven so moved, seconded by Councilman Wise. <br />Motion carried unanimously. <br />
