REGULAR MEETING JULY 12, 1971 <br />COMMITTEE OF THE WHOLE MEETING <br />ORDINANCE <br />(Continued) <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE <br />NO. 4990 -68 CHAPTER 40 OF THE MUNICIPAL CODE <br />(FORMERLY ZONING ORDINANCE NO. 3702) <br />(3306 South Fellows Street) <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Attorney Thomas Laughlin represent - <br />ed Mr. Lawrence Garatoni who resides in Mishawaka, Indiana and is requesting the rezoning of <br />1.7 acres near Monroe School, 321 E. Donmoyer Ave., South Bend, from "A" Residential to "B" <br />Residential for the purpose of building a Day Care Center for children ranging from 2 to 6 <br />years. The structure would be very attractive and do no harm to the area and would accommo- <br />date 100 children. The neighbors have no objections. Fellows Street is very busy, but also <br />wide at this point. It would be/_._conven2_.ei8r working mothers dropping off their school age <br />children as they can also drop off their younger children close by. There is a jungle area <br />not being put to any use at the present time except perhaps for a bird sanctuary. The storm <br />water drainage has been worked out. The Area Plan Commission has approved changes and addi- <br />tions. Mr. Garatoni has a day care center in operation in Mishawaka and has one under con- <br />struction in Elkhart. His building methods are financed locally and he does not seek federal <br />funds. He showed colored pictures and pamphlets of his presenthAig $jogosed center. He <br />stated there are 22 million children under the age of 6,that/ need for proper care and <br />guidance as there has been a 43% increase of working mothers. He would maintain a staff of <br />ten, serve snacks, lunches and have facilities for naps. He would like to be in operation <br />by Christmas and does not plan any expansion as he feels it would be best to build another <br />facility in another locality. Councilman Reinke made a motion, seconded by Councilman Wise, <br />that the ordinance go to Council as favorable. Motion carried unanimously. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE <br />AMOUNT OF $800.00 FROM ACCOUNT M -11, "SERVICES PER- <br />SONAL" IN THE BUILDING DEPARTMENT, AND THE TRANSFER <br />OF SAME TO MUNICIPAL SERVICES FACILITY ACCOUNT U -252, <br />"REPAIRS OF EQUIPMENT ", ALL BEING WITHIN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Controller James Bickel stated <br />that the funds were required for a vehicle that was used in the Building Department. It was <br />damaged when the driver operated it on slick pavement and slid off the side of the road. <br />They plan to use salvaged parts from other old trucks which will save approximately $500.00. <br />Councilman Szymkowiak made a motion, seconded by Councilman Wise, that the ordinance go to <br />Council as favorable. Motion carried unanimously. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE <br />AMOUNT OF $1,200.00 TO ACCOUNT Q -54 "CLOTHING ALLOW- <br />ANCES", AND THE TRANSFER OF SAME FROM ACCOUNT Q -11 <br />"SERVICES PERSONAL" IN THE FIRE DEPARTMENT BUDGET, <br />ALL BEING WITHIN THE GENERAL FUND <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Fire Chief Joseph Zurat said the <br />money was required to replace present scuba diving equipment that was beyond repair and not <br />salvagable. It was 12 years old and unsafe to use. The amount would equip four scuba divers <br />complete. We have seven scuba divers. Councilman Grounds suggested that one outfit be re- <br />placed each year and we should not jeopardize our firemen's lives with inferior equipment. <br />Councilman Reinke made a motion, seconded by Councilman Craven that the ordinance go to the <br />Council as favorable. Motion carried unanimously. <br />ORDINANCE <br />AN ORDINANCE FIXING THE ANNUAL PAY OF POLICEMEN FOR <br />THE CALENDAR YEAR 1972 <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Chairman Grounds requested City <br />Clerk Kathryn L.Blough to read the following communication: <br />"IT IS IMPERATIVE AT THIS TIME FOR THE SOUTH BEND <br />COMMON COUNCIL TO APPROVE A REALISTIC PAY RAISE FOR <br />THE SOUTH BEND POLICE AND FIRE DEPARTMENTS. <br />IT IS NOW APPARENT THAT THE MAJORITY OF OUR CITIZENERY <br />REALIZE THAT THESE MEN DESERVE A PAY RAISE COMPARABLE <br />WITH ALL OTHER EXTREMELY IMPORTANT JOBS IN OUR COMMUNITY. <br />LAWRENCE OPPENHEIM <br />PRESIDENT <br />ST.
