<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Com-
<br />mittee of the Whole in the Council Chambers of the County -Ci-ty Building on Tuesday, May 25, 1971,
<br />at 8:16 P.M. The meeting was called to order by Chairman William Grounds, who presided.
<br />ORDINANCE NO. 5298 -71
<br />AN ORDINANCE CONCERNING THE CONSTRUCTION OF ADDITIONS AND
<br />IMPROVEMENTS TO THE SEWAGE WORKS OWNED AND OPERATED BY THE
<br />CITY OF SOUTH BEND, INDIANA, THE ISSUANCE OF ADDITIONAL
<br />REVENUE BONDS TO PROVIDE THE COST THEREOF, THE COLLECTION,
<br />SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SAID WORKS,
<br />THE SAFEGUARDING OF THE INTERESTS OF THE HOLDERS OF SAID
<br />BONDS, AND OTHER MATTERS CONNECTED THEREWITH
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. David Wells, Sanitation Engineer,
<br />said the annual cost of operating the new plant will be an estimated $2,254,844. The new
<br />facilities will provide a third stage treatment of removing phosphates and allow chlorination
<br />of the effluent that goes into the St. Joseph River. Mr. Joseph J. Guentert, 1034 Foster St.,
<br />South Bend, spoke against the removal of the phosphates. He has made a study of the effects of
<br />phosphates and said that a controlled amount is required in bodies of water to maintain the
<br />ecology of the water. Mr. Taylor agreed with Mr. Guentert's remarks, but noted that the federal
<br />and state agencies have mandated the City to provide phosphate removal. He encouraged Mr. Guen-
<br />tert to call the Indiana Stream Pollution Control Board to satisfy his own feeling on the subject.
<br />Jack L. Miller, representing a private taxpayer group, observed that there were so few taxpayers
<br />in the audience on such a major expenditure. He urged the Council to expedite the passage of
<br />the ordinance. Mr. Bernard E. Brennan, a professional engineering consultant, said the plant
<br />will be the most up to date in the state in the ability to remove phosphates and improve the
<br />quality of the effluent. The new plant will remove from 80 to 90 per cent of the phosphates in
<br />sewage and will have a capacity of 60 million gallons per day compared with the present 48
<br />million gallons. Councilman Reinke moved that the ordinance go to Council as favorable, second-
<br />ed by Councilman Craven. Motion carried.
<br />There being no further business to be considered before the Committee of the Whole, Chairman
<br />Grounds entertained a motion to rise and report to the Council. Councilman Reinke so moved,
<br />seconded by Councilman Craven. Motion carried. Time: 8:35 P. M.

<br />Be it remembered that the Common Council of the City of South Bend, Indiana, reconvened in the
<br />Council Chambers in the County -City Building on Tuesday, May 25, 1971 at 8:35 P.M. The meeting
<br />was called to order by Council President Robert 0. Laven, who presided.
<br />The above ordinance was given third reading. Council President Laven entertained a motion for
<br />passage of the ordinance, Councilman Reinke so moved, seconded by Councilman Craven. Motion
<br />carried by a roll call vote of 8 ayes (Councilmen Laven, Allen, Craven, Reinke, Grounds,
<br />Szymkowiak, Palmer and Zielinski) 0 nays 1 absent (Councilman Wise)
<br />There being no further business before thetouncil, Councilman Allen o ed for adjournment,
<br />seconded by Councilman Reinke. Motion carried. Time: 8:40 P. M.
