SPECIAL MEETING APRIL 30 1971 <br />f <br />- RESOLUTION NO. 273 -71 Continued <br />SECTION II. The City pledges its cooperation and assistance in the development of the <br />Resident Employment Plan and directs all other officials, departments, boards, agencies or commis - <br />sions having responsibilities with respect to the Program likewise cooperate to such end and to <br />exercise their functions and powers in active support and participation with the City Demonstra- <br />tion Agency in developing, preparing and implementing the Resident Employment Plan. <br />SECTION III. The City stands ready to consider and take appropriate action upon pro- <br />posals and measures designed to effectuate the policy requirements of CDA Letter No. 11, including <br />the incorporation of appropriate provisions in all contracts between the City and operating <br />agencies. <br />SECTION IV. This Resolution shall be in full force and effect immediately upon its <br />passage by the Common Council of the City of South Bend, Indiana. <br />/s/ Robert O. Laven <br />Member of the Common Council. <br />A public hearing on the resolution was held at this time. Mr. Charles Lennon, Director of Model <br />Cities, said this resolution applies to the policy directives of the U. S. Department of Housing <br />and Urban Development which requires that the Model Cities program provide maximum opportunities <br />for employment of residents of the project area to improve work training opportunities. He said <br />the individuals hired by Model Cities funded budjets will be qualified and in a position to go <br />into the employment market with skills when the Model Cities program is fazed out after five - <br />years of existence. He answered various questions of the Councilmen. <br />Councilman Szymkowiak made a motion, seconded by Councilman Craven, for the,adoption of the <br />resolution. Motion carried by a roll call vote of 6 ayes, (Councilmen Laven, Allen, Reinke, <br />Craven, Grounds and Szymkowiak) 0 nays, 3 absent (Councilmen Wise, Palmer, Zielinski) <br />(There being no further business to come before the Council, Councilman Allen made a motion, <br />seconded by Councilman Grounds, for adjournment.
