SPECIAL MEETING APRIL 30, 1971 <br />RESOLUTION NO. 272 (Continued) <br />SECTION II. The Mayor of the City of South Bend, Indiana, Lloyd M. Allen, is hereby <br />authorized to execute a grant agreement with the United States of America and to do all things <br />necessary in order to carry out the Program including the submission of such reports, certifi- <br />cations and other material as the Secretary of Housing and Urban Development shall require. <br />SECTION III. The Common Council of the City of South Bend assumes full responsibility <br />for assuring that all grant funds will.be used in an economical and efficient manner in carrying <br />out the Program and assures the necessary non - Federal share of the cost of Program Administration. <br />SECTION IV. The South Bend City Controller, James A. Bickel, or his successor or <br />delegate may do all things required to be done in order to obtain payment of the grant, including <br />but not limited to the selection of a commercial bank to receive payment vouchers, the submis- <br />sion of signature specimens, and the filing of requests for payment. <br />SECTION V. This Resolution shall be in force and effect immediately upon its passage <br />by the Common Council of the City of South Bend, Indiana <br />/s/ Robert 0. Mr. Odell Newburn, Chairman of the <br />Model Cities Neighborhood Planning Agency said that the budget was the result of many hours <br />of study by the agency and it was adopted unanimously by the members of the Planning Agency. <br />He presented Mr. Charles Lennon, Director of Model Cities, who touched on each of the budget <br />items. He said there is urgency in sending the approvals to the federal government because <br />South Bend is one of eight cities that is being given special, earlier budget consideration since <br />it is a well- conceived program that is in the execution stage. He said the 60- member Model <br />Neighborhood Planning Agency, which devised the projects, worked hard on the budget in cutting <br />more than one - million dollars from the original projection because of a limit set by HUD. <br />Mr. Charles Crutchfield, attorney, told the reasons why legal services have been expanded. He <br />said it was mainly to cover misdemeanor types of situations where the OEO position does not <br />permit any representation. Mrs. William C. Meehan, Jr, said she supported an enlargement of the <br />Day Care center and believed this budget will have to have more funds for 1972. Mrs. Fredrick <br />Mutzl, 320 Parkovash, South Bend, asked if the money is getting down to the poor people. Mr. <br />Lennen said that more than 60 per cent of the planning agency members live in the area and had <br />a hand in working out the details so that the poor will benefit. Miss Virginia Guthrie, Exec. <br />Secretary, South Bend Civic Planning Association, asked Mr. Lennon questions concerning the <br />salaries and personnel. break -down. <br />Councilman Reinke made a motion, seconded by Councilman Szymkowiak, for the adoption of the <br />resolution. Motion carried by a roll call vote of 6 ayes, (Councilmen Laven, Allen, Reinke, <br />Craven, Grounds, Szymkowiak) 0 nays,3 absent (Councilmen Wise, Palmer, Zielinski) <br />RESOLUTIONS <br />RESOLUTION NO. 273 -71 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AUTHORIZING IMPLEMENTATION OF <br />THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT CITY DEMONSTRATION AGENCY LETTER NO. 11. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, by resolution adopted <br />July 20, 1970, approved a comprehensive city demonstration program (hereafter referred to as <br />the Program) for the Model Neighborhood as described therein and the City of South Bend, Indiana, <br />has entered into a grant agreement with the United States of America to carry out the Program; <br />and <br />WHEREAS, the Demonstration Cities and Metropolitan Development Act of 1966 (P.L. <br />89 -754 hereinafter referred to as the Act) requires that a Program should provide "maximum oppor- <br />tunities for employing residents of the area in all phases of the program, and enlarged opportuni- <br />ties for work and training" and should achieve "marked progress in reducing... under employment <br />and enforced idleness ", and <br />WHEREAS, the Department of Housing and Urban Development has issued CDP, Letter No. 11, <br />dated November 1970, which sets forth policy requirements implementing the Act applying to all <br />employment, including construction work, generated by components of the Program and supported <br />in whole or in part by supplemental grants under section 105 of the Act of other financial assis- <br />tance provided by the Department of Housing and Urban Development; and <br />WHEREAS, the City of South Bend, Indiana, in order to improve the living and economic <br />conditions of people living in the Model Neighborhood, finds it necessary and desirable with <br />respect to all employment public and private, generated by components of the Program, to improve <br />and expand the recruitment, training and hiring opportunities for residents of the Model Neighbor- <br />hood through preferential recruitment, hiring and training systems, <br />that: NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, <br />SECTION I. The City of South Bend, Indiana, hereby adopts the policy requirements of <br />the Department of Housing and Urban Development set forth in CDA Letter No. 11 that maximum <br />employment opportun -)ties and enlarged opportunities for work and training be assured to all resi- <br />dents of the Model Neighborhood. <br />
