COMMITTEE OF THE WHOLE MEETING APRIL 12, 1970 <br />COMMITTEE OF THE WHOLE MEETING - Continued <br />ORDINANCE <br />AN ORDINANCE AMENDING SECTION 25 -7 OF THE MUNICIPAL <br />CODE RELATING TO THE TRAFFIC CODE OF THE CITY <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Engineer Lloyd Taylor said this <br />amendment to the City Traffic Code would add to the section concerning the duties of the City <br />Traffic Engineer, regarding placement of signs and authorizing him to determine and place signs <br />at those intersections at which drivers facing a steady red signal may cautiously enter the <br />intersection to make the turn indicated by such sign. He emphasized that these red signal signs <br />will be placed only at intersections where pedestrian traffic is light. A group of Notre Dame <br />students from Prof. Paul Bartholomew's Government Class asked Mr. Taylor questions. Councilman <br />Craven asked how the public will be informed of this change. Mr. Taylor said the information <br />will be relayed to the public via the news media. Councilman Reinke suggested that the Driver <br />Training Program Classes be informed of the traffic sign change. Mr. Taylor replied that a <br />letter will be sent informing them of the new change. Councilman Szymkowiak made a motion, <br />seconded by Councilman Craven, that the ordinance go to the Council as favorable. Motion <br />carried. 9 ayes, 0 nays, 0 absent. <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA <br />AND HASKINS, INC., SOUTH BEND, INDIANA, FOR THE <br />CONSTRUCTION OF A SEWAGE LIFT STATION ON NORTH <br />MICHIGAN STREET AT PARK LANE, IN THE AMOUNT OF <br />$27,600.00. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities, <br />said Mr. David A. Wells, Sanitary Engineer, stated in a memo the following facts: The Sewage <br />Lift Station located on Michigan Street was installed about 1954. Over the years, the station <br />has deteriorated to the point where the station is virtually out of service and the sewage load <br />on the station has increased. He said engineering plans were subsequently developed and bids <br />taken for the station, therefore, the Engineering Department recommends that the ordinance <br />confirming the contract to replace this pumping station be passed. He said that the new station <br />will utilize pumps instead of pneumatic ejectors, and, the reliability of the new system is <br />believed to be very high. He also said the raw sewage is being bypassed almost continuously <br />to the river in unreasonable amounts. Councilman Allen made a motion, seconded by Councilman <br />Craven, that the ordinance go to the Council as favorable.
