<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council
<br />Chambers in the County -City Building on Monday, April 12, 1971, at 8 :10 p. m., with all members
<br />present. The meeting was called to order by Council President Robert 0. Laven, The invocation
<br />was given by Reverend Herbert Tetzlaff, St. Peters United Church of Christ, 915 N. Ironwood
<br />Drive, South Bend, Indiana.

<br />CONTRACTUAL SERVICES ", IN THE FIRE DEPARTMENT
<br />BUDGET, ALL BEING WITHIN THE GENERAL FUND.

<br />that a public hearing on the ordinance be held tonight. Motion carried. 9 ayes,
<br />AN ORDINANCE AMENDING SECTION 25 -7 OF THE MUNI-
<br />CIPAL CODE RELATING TO THE TRAFFIC CODE OF THE
<br />CITY.
<br />The ordinance was given second reading in full. Councilman Palmer made a motion, seconded by
<br />Councilman Allen, that a public hearing be held tonight. Motion carried. 9 ayes, 0 nays, 0 absent,

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WASTEWATER TREATMENT PLANT OF SOUTH BEND,
<br />INDIANA AND HASKINS, INC., SOUTH BEND, INDIANA,
<br />FOR THE CONSTRUCTION OF A SEWAGE LIFT STATION
<br />ON NORTH MICHIGAN STREET AT PARK LANE, IN THE
<br />AMOUNT OF $27,600.00.
<br />The ordinance was given second reading in full. Councilman Craven made a motion, seconded by
<br />Councilman.Grounds, that a public hearing be held tonight. Motion carried. 9 ayes, 0 nays,
<br />0 absent.
<br />!RESOLVE INTO THE COMMITTEE OF THE WHOLE
<br />'Council President Laven entertained a motion to resolve the Council into
<br />Whole on the state of the City to consider the items listed on the agenda
<br />of the Committee of the Whole. Councilman Reinke so moved and Councilman
<br />motion. Motion carried. Time: 8:20 p. m.

<br />of the Whole in the Council Chambers of the County -City Building on Monday, April 12, 1971, at
<br />8:21 p. m., all members present. The meeting was called to order by Chairman William W. Grounds,
<br />who presided.
<br />ORDINANCE
<br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION
<br />IN THE AMOUNT OF $11,374.00 FROM ACCOUNT Q -11,
<br />"SERVICES PERSONAL ", TO ACCOUNT Q -263, "OTHER
<br />CONTRACTUAL SERVICES ", IN THE FIRE DEPARTMENT
<br />BUDGET, ALL BEING WITHIN THE GENERAL FUND.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. City Controller James A. Bickel explain-
<br />ed that this ordinance is to appropriate funds necessary for the changeover from the present
<br />City Gamewell System to the new Bell Telephone report system for fire alarms. He stated there is
<br />a surplus in the Fire Department Budget "Services Personal" account and this money will be used
<br />for the installation of the system. Miss Virginia Guthrie, Executive Secretary, South Bend Civic
<br />Planning Association, said she was concerned about the Fire Department being understaffed. Mr.
<br />Bickel said the Board of Safety intends to fill the six vacancies that now exist in the Fire
<br />Department. Councilman Laven made a motion, seconded by Councilman Palmer, that the ordinance go
<br />to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.
