<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE 
<br />WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDI- 
<br />ANA AND FERGUSON'S WELDING, SPRING AND FABRICA- 
<br />TION, INC., SOUTH BEND, INDIANA, FOR THE 
<br />PURCHASE AND INSTALLATION OF A 1971 FRONT END 
<br />TRUCK LOADER TO A CAB AND CHASSIS, IN THE AMOUNT 
<br />OF $5,380.00. 
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and 
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities, 
<br />said there were two bids for a front end loader which will be installed on the cab. Councilman 
<br />Craven asked how soon the unit will be available for service after installation is completed. 
<br />Mr. Hunter replied that Ferguson was the low bidder and that the unit will be in service 60 days 
<br />after the delivery date. Councilman Laven made a motion, seconded by Councilman Zielinski 
<br />that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE 
<br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA 
<br />AND ASHLAND CHEMICAL COMPANY, SOUTH BEND, 
<br />INDIANA, FOR THE PURCHASE OF CHEMICALS FOR USE 
<br />FROM FEBRUARY 7, 1971 to FEBRUARY 7, 1972, IN 
<br />THE AMOUNT OF $6,840.00. 
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and 
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities 
<br />said there were four bidders on this chemical (chlorine) and Ashland was low bidder. He said 
<br />this is the same price that he purchased it for last year from Ashland. Councilman Reinke made 
<br />a motion, seconded by Councilman Craven, that the ordinance go to the Council as favorable.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER 
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA AND MID -STATE 
<br />CHEMICAL & SUPPLY CORP., INDIANAPOLIS, INDIANA, FOR 
<br />THE PURCHASE OF CHEMICALS FOR USE FROM FEBRUARY 7, 1971 
<br />TO FEBRUARY 7, 1972, IN THE AMOUNT OF $12,206.25. 
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and 
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities 
<br />said four bids were received on a ton basis. Last year the chemical (hydrofluosilicic acid) 
<br />was purchased for $105.00 a ton. He said this years' price is more than half the savings. 
<br />Those speaking against fluoridation were: 
<br />Mr. Leo Wallisch, 446 LaPorte Avenue, South Bend; Mrs Fredrick Mutzl, 320 Parkovash Avenue, 
<br />South Bend; Councilman Walter Szymkowiak. Councilman Janet S. Allen urged a base be established 
<br />from which proof of effectiveness of additive could be judged. 
<br />Those speaking for fluoridation were: 
<br />Dr. Joseph C. Mueller, Indiana University Dental School; Dr. Charles Gish, Indiana Board of 
<br />Health dental division; Dr. Edward J. Molenda, President of the St. Joseph County Dental Society 
<br />and Dr. Herbert A. Schiller, local physician. 
<br />Councilman Wise made a motion, seconded by Councilman Laven, that the ordinance go to the 
<br />Council as favorable. Motion carried. 5 ayes, 4 nays, 0 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER 
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA AND INLAND 
<br />CHEMICAL CORPORATION, SOUTH BEND, INDIANA, FOR THE 
<br />PURCHASE OF CHEMICALS FOR USE FROM FEBRUARY 7, 1971 
<br />TO FEBRUARY 7, 1972, IN THE AMOUNT OF $8,140.00. 
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and 
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities 
<br />said Inland was the low bidder on this contract. Councilman Reinke made a motion, seconded by 
<br />Councilman Zielinski, that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 
<br />0 nays, 0 absent. 
<br />There being no further business to be considered before the Committee of the Whole, Chairman 
<br />Grounds entertained a motion to rise and report to the Council. Councilman Zielinski so moved, 
<br />seconded by Councilman Reinke. Motion carried. Time: 9:15 p. m.
