<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council
<br />Chambers in the County -City Building on Monday, March 22, 1971, at 8:00 p. m., with all members
<br />present. The meeting was called to order by Council President Robert 0. Laven, The invocation
<br />was given by Reverend Joseph Kimbel, Redeemer Missionary Church, 2329 Solomon Avenue, South
<br />Bend, Indiana.

<br />PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds
<br />Szymkowiak, Wise, Palmer and Zielinski
<br />ABSENT: None.
<br />RESOLVE.INTO THE COMMITTEE OF THE WHOLE
<br />Council President Laven entertained a motion to resolve the Council into the Committee of the
<br />Whole on the state of the City to consider the items listed on the agenda for the consideration
<br />of the Committee of the Whole. Councilman Palmer so moved and Councilman Zielinski seconded
<br />the motion. Motion carried. Time: 8 :07 p. m.
<br />COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee
<br />of the Whole in the Council Chambers of the County -City Building on Monday, March 22, 1971, at
<br />8:08 p. m., all members present. The meeting was called to order by Chairman William W. Grounds,
<br />who presided.

<br />AN ORDINANCE AUTHORIZING THE SALE AND CONVEYANCE OF A
<br />PARCEL OF REAL ESTATE LOCATED IN THE CITY OF SOUTH BEND
<br />INDIANA, AND OWNED BY THE CITY OF SOUTH BEND, INDIANA.
<br />(Northwest Corner of Washington & Chapin Streets)
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. City Engineer Lloyd Taylor stated
<br />the land was located at the northwest corner of Washington Avenue and Chapin Street innerbelt.
<br />He said Mrs. Joseph P. Schmidt, 803 W. Washington, whose late husband had spent money on surveys
<br />and legal aspects of the sale, proposes to buy the tract which is adjacent to her property.
<br />He said sealed bids will be taken. City Attorney Shepherd Crumpacker said the parcel of land
<br />was appraised at $150.00. Councilman Zielinski made a motion, seconded by Councilman Palmer
<br />that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER
<br />TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA AND
<br />GATES CHEVROLET CORPORATION, SOUTH BEND, INDIANA, FOR
<br />THE PURCHASE OF A 1971 CHEVROLET TILT CAB AND CHASSIS,
<br />IN THE AMOUNT OF $7,835.00.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities,
<br />said this unit is going to be used for the increased work that they have in the retention basins.
<br />Councilman Zielinski made a motion, seconded by Councilman Reinke, that the Ordinance go to the
<br />Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER
<br />TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA AND FRUEHAUF
<br />CORPORATION OF SOUTH BEND, INDIANA, FOR THE PURCHASE AND
<br />INSTALLATION OF A DUMP BODY ON A CAB AND CHASSIS, IN THE
<br />AMOUNT OF $935.00.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities
<br />said Fruehauf was low bidder on this contract. Councilman Reinke made a motion, seconded by
<br />Councilman Craven, that the Ordinance go to the Council as favorable. Motion carried. 9 ayes,
<br />0 nays, 0 absent.
