<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA
<br />AND INLAND CHEMICAL CORPORATION, SOUTH BEND,
<br />INDIANA, FOR THE PURCHASE OF CHEMICALS FOR USE
<br />FROM FEBRUARY 7, 1971 TO FEBRUARY 7, 1972, IN
<br />THE AMOUNT OF $8,140.00.
<br />The ordinance was given first reading by title and second reading in full. Councilman Reinke
<br />made a motion, seconded by Councilman Grounds, that the ordinance be set for public hearing on
<br />March 22, 1971. Motion carried. 9 ayes, 0 nays, 0 absent.
<br />AN ORDINANCE ESTABLISHING A SCHEDULE OF RATES AND
<br />CHARGES FOR SERVICES RENDERED BY THE WASTEWATER
<br />TREATMENT PLANT OF THE CITY OF SOUTH BEND TO AREAS
<br />OUTSIDE THE CORPORATE LIMITS OF THE CITY OF SOUTH
<br />BEND.
<br />The ordinance was given first reading by title and second reading in full. Councilman Reinke
<br />made a motion, seconded by Councilman Grounds, that the ordinance be referred to the Sewers &
<br />Drains Committee for further study - - -and the ordinance be reported out of committee on April 27,
<br />1971. Motion carried. 7 ayes, 2 nays, 0 absent.
<br />RESOLUTIONS
<br />(RESOLUTION NO. 264 -71
<br />A RESOLUTION APPROVING RESOLUTION NO. 1 -71,
<br />ADOPTED BY THE ECONOMIC DEVELOPMENT COMMISSION
<br />OF THE CIVIL CITY OF SOUTH BEND, INDIANA
<br />RELATING TO THE NEED FOR ECONOMIC DEVELOPMENT.
<br />WHEREAS: On the lst day of March, 1971, the Economic Development Commission of
<br />the Civil City of South Bend, Indiana adopted Resolution No. 1 -71,
<br />setting forth the need for economic development, a copy of which
<br />resolution is attached hereto and made a part hereto,
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend,
<br />Indiana that the Council hereby approves the said resolution setting
<br />forth the need for economic development in the City of South Bend.
<br />THIS RESOLUTION ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA

<br />A public hearing was held on the resolution at this time. Councilman -at -Large Fredrick Craven,
<br />who is a member of the Commission, explained the need for the resolution being adopted. He said
<br />the resolution on the economic condition is the first statutory step in the Commission's duties
<br />to provide facilities for any new industry that may want to establish operations here. City
<br />Engineer Lloyd Taylor said economic studies document the fact that there has been a sizable drop
<br />in employment in the city. He read the Burns Statutes Act of 1965, paragraph 12, which explains
<br />the establishing of an economic development commission; this was in reply to Miss Virginia Guthriet
<br />inquiries.
<br />Councilman Wise made a motion, seconded by Councilman Palmer, for the adoption of the resolution
<br />Motion carried. 9 ayes (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise,
<br />Palmer, and Zielinski) 0 nays, 0 absent.
<br />INEW BUSINESS
<br />Councilman Reinke announced a meeting will be held on Friday, March 19, 1971 at 8:00 a.m.
<br />in the Council Caucus room with Mr. Betts, State Building Commissioner, concerning a discussion
<br />on the State Plumbing Code.`
<br />Councilman Grounds said he was not notified of an action by the Board of Zoning Appeals, which
<br />last Dec. 17th granted-an appeal of Charles H. and Betty J. McClure, 1245 W. McCartney St., that
<br />their property be used for commercial parking in a "B" residential zone. He said the parking is
<br />for a gasoline station adjacent to the property, and said Councilmen should be informed before
<br />these actions are taken by the Board of Zoning Appeals.
