<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council
<br />Chambers in the County -City Building on Monday, March 8, 1971 at 8 :00 p. m., with all members
<br />present. The meeting was called to order by Council President Robert 0. Laven. The invocation
<br />was given by Reverend Bernard White, St. John Baptist Church, 224 N. College Street, South Bend,
<br />Indiana.
<br />ROLL CALL
<br />PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds,
<br />Szymkowiak, Wise, Palmer and Zielinski.
<br />ABSENT: None.
<br />RESOLVE INTO THE COMMITTEE OF THE WHOLE
<br />Council President Laven entertained a motion to resolve the Council into the Committee of the
<br />Whole on the state of the City to consider the items listed on the agenda for the consideration
<br />of the Committee of the Whole. Councilman Palmer so moved and Councilman Craven seconded the
<br />motion. Motion carried. Time: 8:05 p. m.
<br />COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee
<br />of the Whole in the Council Chambers of the County -City Building on Monday, March 8, 1971, at
<br />8:06 p. m., all members present. The meeting was called to order by Chairman William W. Grounds,
<br />who presided.

<br />AN ORDINANCE FIXING THE ANNUAL SALARIES,
<br />PAYABLE FROM THE GENERAL FUND, FOR OFFICERS
<br />OF THE CITY OF SOUTH BEND TO BE ELECTED
<br />FOR THE TERM COMMENCING JANUARY 1, 1972
<br />AND FIXING THE TIME WHEN THE SAME SHALL
<br />TAKE EFFECT, AS AMENDED.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Councilman Reinke gave the recommenda-
<br />tions of the Fees & Salaries Committee as follows:

<br />For the calendar year 1973 .............. 8,500
<br />For the calendar year 1974 .............. 9,000

<br />Those citizens commenting on and recommending the salaries of 'elected . officers were: Mrs.

<br />Bend; Mrs. Lee Swan, 2022 Swygart, South Bend; Mr. Edwin T. Smith, 702 Cherry Tree Lane, South
<br />Bend; Mr. Roman Kowalski,. 802 Birchway, South Bend; Mr. Lucien Szymanski, 810 Lake Street,
<br />South Bend and Miss Virginia Guthrie, Executive Secretary,.South Bend Civic Planning Association,
<br />who read the following letter:

<br />Honorable Common Council
<br />City of South Bend, Indiana
<br />Mrs. Allen and Gentlemen:
<br />Before you as members of the Committee of the Whole next Monday evening, March 8, is a proposed
<br />salary ordinance fixing salaries for elected city officials effective January 1, 1972.
<br />We have reviewed the proposal and make the following recommendations for your earliest
<br />consideration:
<br />Salary of Mayor
<br />Members of the Common Council
<br />Judge of the City Court
<br />City Clerk
<br />$25,000.00 to remain the same in view of the
<br />sizeable increase four years ago.
<br />$ 3,000.00 to remain the same in view of the
<br />previous increase.
<br />-0- as position is eliminated.
<br />$ 7,000.00 because of the greatly reduced work
<br />load since the Clerk will have no
<br />court work or records.
<br />The Clerk's salary recommendation is based on a comparison with the salaries and duties of the
<br />Clerk of the Board of Works and Safety and the Secretary to the Mayor. And to assist you in
<br />knowing what the duties will be when the Court work is no longer the responsibility of the Clerk
<br />we are attaching a photostat copy of the duties as listed in Burns Statutes.
<br />The above recommendation is made after review and study by our Executive Committee and Board of
<br />Directors.
