REGULAR MEETING FEBRUARY 8, 1971 <br />REGULAR MEETING <br />FEBRUARY 8, 1971 <br />501. <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Counol <br />Chambers in the County -City Building on Monday, February 8, 1971 at 8:00 p. m. The meeting was <br />called to order by Council President Robert 0. Laven. The invocation was given by Council- Presi- <br />dent Laven. <br />ROLL CALL <br />PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak <br />Palmer and Zielinski. <br />ABSENT: Wise <br />Council- President Laven entertained a motion to amend a motion made at the January 25, 1971 <br />meeting pertaining to "AN ORDINANCE FIXING THE ANNUAL SALARIES, PAYABLE FROM THE GENERAL FUND, <br />FOR OFFICERS OF THE CITY OF SOUTH BEND TO BE ELECTED FOR THE TERM COMMENCING JANUARY 1, 1972 <br />AND FIXING THE TIME WHEN THE SAME SHALL TAKE AFFECT, AS AMENDED ", as follows: the public hearing <br />date set for this ordinance on February 8, 1971 be changed to March 8, 1971. Councilman Craven <br />so moved, seconded by Councilman Allen. Motion carried. 8 ayes, 0 nays, 1 absent <br />RESOLVE INTO COMMITTEE OF THE WHOLE <br />Council President Laven entertained a motion to resolve the <br />Whole on the state of the City to consider the items listed <br />of the Committee of the Whole. Councilman Allen so moved, <br />Motion carried. Time: 8 :04 p. m. <br />COMMITTEE OF THE WHOLE MEETING <br />Coundl into the Committee of the <br />on the agenda for the consideration <br />seconded by Councilman Zielinski. <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the County - <br />City Building, in the Committee of the Whole, in the Council Chambers on Monday, February 8, 1971 <br />at 8 :05 p. m. The meeting was called to order by Chairman William W. Grounds, who presided. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />FROM THE REDEVELOPMENT FUND TO ACCOUNT NO. 261, <br />"OTHER CONTRACTUAL SERVICES" IN THE DEPARTMENT <br />OF REDEVELOPMENT." <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mr. B. J. Ashenfelter, Executive Directo <br />Redevelopment Department explained the need for the appropriation. He said this would defray <br />the cost of providing cul-de-sac treatment to Chapin and Catalpa Streets immediately south of <br />the Industrial Expansion Project (Project, Ind. R -56). Residents of the area had remonstrated <br />at a Board of Works public hearing and in cooperation with the Engineering Dept. after an inves- <br />tigation, it was determined that the two streets should be in a cul -de -sac on the south side <br />of the railroad to provide turn around space for those residents since the two streets are ex <br />tremely narrow in width. The residents objected to the closing and vacation of these streets <br />without certain treatment being made to the streets south of the railroad -- Vacation Resolution <br />No. 3331. Miss Virginia Guthrie, Executive Secretary, South Bend Civic Planning Association, <br />stated that the people did have a problem and creating a cul -de -sac means -as a result of the <br />Cummings Industrial Development - -these people will have an opportunity to turn around without <br />interferring with parking of the people who live in that area. In response to Councilman Laven's <br />inquiry whether or not this was approved by the Area Plan Commission, Mr. Ashenfelter stated <br />this was approved by the Commission. Councilman Palmer asked if signs were posted informing <br />people of the turn around--Mr—Ashenfelter said signs have already been installed. Councilman <br />Reinke made a motion, seconded by Councilman Allen, that the Ordinance go to the Council as <br />favorable. Motion carried. 8 ayes, 0 nays, 1 absent (Councilman Wise). <br />ORDINANCE <br />AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE <br />CITY OF SOUTH BEND, INDIANA - 1962, SECTION 40 AS <br />AMENDED, AND GENERAL ORDINANCE NO. 4990 -68, AND <br />THE ACCOMPANYING MAP THERETO, GENERALLY KNOWN AS <br />THE SOUTH BEND ZONING ORDINANCE BY CHANGING THE <br />CLASSIFICATION OF THE USE DISTRICT FOR A CERTAIN <br />PARCEL OF LAND. (59800 Miami Rd., Corner of Miami <br />and Wideners Lane, Scottsdale Mall) <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. President Laven instructed the Clerk <br />to read Item #6, Report from the Area Plan Commission,as follows: <br />
