<br />RESOLUTION NO. 247 -70 (Continued)
<br />WHEREAS, the approval of the Common Council to said progress report is required by
<br />the Department of Housing and Urban Development of the United States of America as a con-
<br />tinuing requisite for the City of South Bend's eligibility to receive federal funds; and
<br />WHEREAS, the Common Council has examined said report and finds it satisfactory;
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, that
<br />the report captioned "Review of Progress under the Workable Program for Community Improvement
<br />be submitted for recertification.

<br />A public hearing was held at this time on the above resolution. Mr. B. O. Ashenfelter, executive
<br />director of the Redevelopment Department said this resolution was an amendment to the resolution
<br />passed in March, 1970 for updating the workable program report. He stated that this resolution
<br />was a recertification of the workable program. He answered various questions from the Council-
<br />men. Councilman Zielinski made a motion, seconded by Councilman Grounds, that the resolution
<br />be adopted. Motion carried. 9 ayes, (Councilmen Laven, Allen, Reinke, Craven, Grounds, Wise,
<br />Palmer, Zielinski and Szymkowiak) 0 nays. 0 absent.
<br />Council President Laven entertained a motion to resolve the Council back into the Committee of
<br />the Whole Meeting to consider Item #3 on the agenda, this being a continuation of this item.
<br />Councilman Zielinski so moved, seconded by Councilman Grounds. Motion carried. Time: 2 :55 a.m.

<br />Be it remembered that the Common Council of the City of South Bend, Indiana, reconvened to the
<br />Committee of the Whole portion of the meeting to consider Item #3 on the agenda, this being a
<br />continuation of this item. Chairman William W. Grounds, presided. Time: 2:56 a.m.

<br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF
<br />DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF
<br />THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA,
<br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1971, AND
<br />ENDING DECEMBER 31, 1971,.INCLUDING ALL OUTSTANDING
<br />CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME
<br />SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Councilman Laven made a motion, seconded
<br />by Councilman Reinke,* that the ordinance go to the Council favorable, as amended. Motion carried.

<br />AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF
<br />TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET
<br />THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING
<br />DECEMBER 31, 1971,
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. City Controller James A. Bickel read
<br />the tax levy amendments which were as follows:
