Allen, who was out of the City, City Controller James A. Bickel <br />presented to the Councilmen,the proposed Budget for 1971 and the proposed Tax Levy Ordinances <br />for the City of South Bend. <br />ORDINANCES, FIRST AND SEC( <br />INANCE <br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF <br />THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, <br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1971, AND <br />ENDING DECEMBER 31, 1971, INCLUDING ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE <br />SAME SHALL TAKE EFFECT. <br />he Ordinance was given first reading by title and second reading in full. Councilman Zielinski <br />ade a motion that the Ordinance be given public hearing at a Special Meeting held on August 31, <br />970 at 8:00 p.m. Councilman Grounds seconded the motion. Motion carried. 9 ayes, 0 nays. <br />AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF <br />TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET <br />THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING <br />DECEMBER 31, 1971. <br />he Ordinance was given first reading by title and second reading in full. Councilman Zielinski <br />ade a motion that the Ordinance be given public hearing at a Special Meeting held on August 31, <br />970 at 8:00 p.m. Councilman Craven seconded the motion. Motion carried. 9 ayes, 0 nays. <br />ity Controller James A. Bickel explained to the Council that some aspects of the proposed budget <br />re approximations and that uncertainties are caused by the lack of information of the impact on <br />ax income due the elimination of personal property taxes on motor vehicles in 1971. The county <br />uditor's office is to provide such information within a week, he stated. As a result of incomplet <br />igures on the property valuation tax base for 1970, the January 1, 1969 tax base was used in the <br />omputations, therefore, this inflates the entire budget, he said. Mr. Bickel extended his appre- <br />iation to Miss Virginia Guthrie, executive secretary of the South Bend Civic Planning Assoc., for <br />eeting with'him and reviewing his computations. He said this doesn't mean she approves of any <br />evy but it was of great service to him, he said. <br />
