<br />AN ORDINANCE FOR ADDITIONAL APPROPRIATION FROM THE
<br />GENERAL FUND IN THE AMOUNT OF $8,000.00 TO ACCOUNT
<br />C -725, "OFFICE EQUIPMENT ", IN THE BUDGET OF THE
<br />CITY CLERK'S DEPARTMENT AND ALL BEING WITHIN THE
<br />GENERAL FUND.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mr. Vernon Sutton, Director of Purchas-
<br />ing and Personnel explained that this appropriation was to cover the expense of an open - filing
<br />system for Council records. He stated this appropriation is a portion of the amount needed for
<br />up- dating the public record system in the City Clerk's office. Mrs. Kathryn Blough, City Clerk,
<br />stated that the new filing system - -of changing files of ordinances from jackets housed in drawers
<br />- -to a consolidated open -shelf system, would save time and space, which is limited in the new
<br />building and it would also save time in locating them. Thus, this will offer better control of
<br />records, and offer faster and better service to taxpayers and city officials. Mr. Roman Kowalski
<br />802 Birchwood, South Bend, stated "if this is necessary to keep better records, I would be in
<br />favor of it." Miss Virginia Guthrie, Assistant Secretary, South Bend Civic Planning Assoc., said
<br />she will expect even better service in the Clerk's office as a result of this expenditure.
<br />Councilman Allen made a motion, seconded by Councilman Zielinski, that the ordinance go to the
<br />Council as favorable. Motion carried. 8 ayes, 0 nays, 1 absent.

<br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM.
<br />THE GENERAL FUND IN THE AMOUNT OF $640.00 TO
<br />ACCOUNT NO. C -12, "TEMPORARY HELP" IN THE OFFICE
<br />OF THE CITY CLERK.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mrs. Kathryn L. Blough, City Clerk
<br />said this appropriation was for temporary help to establish temporary assistance with the index-
<br />ing of Council ordinances for equipment that has already been purchased. She said in addition
<br />to endeavoring to establish a complete new ordinance file system, the office will be under - staffed
<br />the balance of the summer because of vacations of our employees. She has estimated, she stated,
<br />about eight weeks of work would complete the indexing of Council records. Miss Virginia Guthrie
<br />Assistant Secretary, South Bend Civic Planning Assoc., said she didn't agree with Mrs. Blough's
<br />judgement that this was an emergency and she threatened to take this complaint to the State Board
<br />of Accounts. Mrs. Blough stated that in trying to revise the Municipal Code, which the Council
<br />is in the process of considering, this would be a valuable tool in assisting attorneys, therefore,'.
<br />the indexing should be started now. Councilman Reinke made a motion, seconded by Councilman
<br />Zielinski, that the ordinance go to the Council as favorable. Motion carried. 8 ayes, 0 nays,
<br />1 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA
<br />AND ROMY HAMMES, INCORPORATED OF SOUTH BEND,
<br />INDIANA, FOR THE PURCHASE OF ONE (1) 1970 1/2
<br />FALCON TUDOR SEDAN IN THE AMOUNT OF $1,891.50.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities,
<br />stated that this purchased car will replace a unit damaged in an accident. He said it was
<br />cheaper to buy a new car than to try and repair the damage. Councilman Palmer made a motion,
<br />seconded by Councilman Craven, that the ordinance go to the Council as favorable.
<br />Motion carried. 8 ayes, 0 nays, 1 absent.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA,
<br />AND NORTHERN ELECTRIC COMPANY, SOUTH BEND,
<br />INDIANA, FOR THE REBUILDING OF ELECTRICAL
<br />EQUIPMENT IN THE AMOUNT OF $20,777.00.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and
<br />opponents were given an opport ity to be heard thereon. Mr. John Hunter, Director of Utilities,
<br />saidNpril.8, 1970 contract Y" arles W. Cole & Son Inc. to proceed with developing plans for
<br />rebuilding the various electrical equipment at North Pumping Station, requires the rebuilding of
<br />this 35 to 40 year old piece of equipment. He said several electrical firms have refused to do
<br />work on the system in the pumping station because of its age. He said this structure houses the
<br />electronic control panel that operates the city's waterwells. Councilman Reinke made a motion,
<br />seconded by Councilman Szymkowiak, that the Ordinance go to the Council as favorable. Motion
<br />carried. 8 ayes, 0 nays, 1 absent.
