Stickley #151 <br />Member of the South Bend Police Department <br />ROLL CALL Present: Councilmen Laven, Allen, Reinke, Craven, Grounds <br />Szymkowiak, Palmer and Zielinski <br />Absent: Councilman Wise <br />Council President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Zielinski so moved and Councilman Grounds seconded <br />the motion. Motion carried. Time: 8:11 p.m. <br />IICOMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee <br />of the Whole in the Council Chambers of the County -City Building on Monday, July 20, 1970, at <br />8:12 p.m. The meeting was called to order by Chairman William W. Grounds. <br />11 ORDINANCE <br />AN ORDINANCE FIXING THE ANNUAL PAY OF POLICEMEN FOR <br />THE CALENDAR YEAR OF 1971. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Miss Virginia Guthrie, Executive <br />Secretary of the South Bend Civic Planning Association, Inc. read the following letter and asked <br />that it be entered into the record: <br />II July 17, 1970 <br />Members of the Committee of the Whole <br />South Bend Common Council <br />South Bend, Indiana <br />11Mrs. Allen and Gentlemen: <br />After much deliberation and consideration that members of the Police and Fire Depart- <br />ments have tenure and are independent of changes in city administration, we are approving the <br />salaries as proposed for these two Departments. <br />We consider the service by these two departments is being rendered in an effective <br />manner under difficult circumstances. Further that the work is of the utmost importance and <br />that it is essential to maintain the high calibre of the personnel. <br />Respectfully, <br />SOUTH BEND CIVIC PLANNING ASSN. INC. <br />by order of the Board of Directors <br />Miss Virginia Guthrie /s/ <br />Assistant Secretary <br />Miss Guthrie asked Chief Loren Bussert to comment on the Educational program as written in the <br />Ordinance and whether or not it is working satisfactorily. He said the emphasis as placed on <br />education in the Ordinance is very effective, and in addition, the Cadet program has been very <br />successful in attracting new applicants. He said he believes the Law Enforcement Educational <br />Act, which the Police Cadet program is a part of, has helped up -grade the department. He also <br />answered various questions from the Councilmen. Councilman Zielinski made a motion that the <br />Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion <br />carried. 8 ayes, 0 nays, 1 absent. <br />
