6352 <br />ORDINANCE <br />COMMITTEE OF THE WHOLE MEETING JUNE 22, 1970 <br />AN ORDINANCE AMENDING CHAPTER 11, SECTION <br />11 -18, ORDINANCE NUMBERS 3913, SEC. 7, AND <br />4537 -62, SEC. 3, OF THE MUNICIPAL CODE OF <br />THE CITY OF SOUTH BEND, INDIANA, PROVIDING <br />FOR, STANDARDS FOR INSTALLATION OF ELECTRICAL <br />EQUIPMENT GENERALLY. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Building Commissioner, Forrest West, <br />explained this ordinance updated the South Bend Municipal Code to conform with the regulations <br />set forth in the National Electrical Code of 1968 and all amendments thereafter, or electrical <br />provisions of other safety codes which have been approved by the American Standards Association. <br />Councilman Zielinski made a motion, seconded by Councilman Craven, that the Ordinance go to the <br />Council as favorable. Motion carried. <br />11 ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 4150, <br />BEING SECTION 2 -18, OF THE MUNICIPAL CODE, <br />RELATING TO ANNUAL LEAVE OF OFFICERS AND <br />EMPLOYEES OF THE CITY, AS AMENDED. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mr. Kenneth W. Buhle, 1532 Vernerlee <br />Lane, South Bend, spoke in favor of the ordinance. He said the schedule was an improvement in <br />City fringe benefits, but was inferior to most agreements negotiated in private industry. Mr. <br />Buhle represented the Teamsters Local #364 of South Bend. Mrs. Lee E. Swan, 2022 Swygart Ave., <br />South Bend spoke against the ordinance. Councilman Reinke said this ordinance would clarify the <br />vacation schedule as it is now in the Municipal Code book. Councilman Reinke made a motion that <br />the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion was <br />defeated. <br />Councilman Laven made a motion for the acceptance of the following amendments: <br />Amendment #1 <br />In Section I, Item (a), #2 <br />In line #2, delete the word "eleven" and substitute the word "ten ". <br />(Motion carried, 8 ayes, 1 nay) <br />Amendment #2 <br />In Section I, Item (a), #3 <br />In line #1 delete the words "more than nine" and substitute the words "ten years ". <br />(Motion carried, 8 ayes, 1 nay) <br />Amendment #3 <br />In Section I, Item (a), #4 <br />In line #1 delete the words <br />or more ". <br />Amendment #4 <br />"more than nineteen" and substitute the words "twenty <br />(Motion carried, 8 ayes, 1 nay) <br />In Section I, Item (d), #4 <br />In line #1 after the words "shall mean ", delete the remainder of the sentence, and, <br />substitute the words "uninterrupted employment by the City." <br />(Motion carried, 8 ayes, 1 nay) <br />Councilman Allen seconded Councilman Laven's motion. Motion carried, 8 ayes, 2 nays. <br />Councilman Laven made a motion, seconded by Councilman Allen, that the Ordinance go to the <br />Council favorable, as amended. Motion carried, 8 ayes, 2 nays. <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to the Council.
