REGULAR MEETING APRIL 13, 1970 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council <br />Chambers in the County -City Building on Monday, April 13, 1970 at 8:00 p.m., The meeting was <br />called to order by Council President Robert 0. Laven. The invocation was given by Reverend <br />Joseph Jacobs, St. John The Baptist Catholic Church, 3616 St. Johns Way, South Bend, Indiana. <br />RnT.T. rnT.T. <br />PRESENT: Councilmen Laven, Allen Reinke, Craven, Grounds, Szymkowiak <br />Palmer and Zielinski. <br />ABSENT: Wise <br />Council President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Grounds so moved and Councilman Reinke seconded the <br />motion. Motion carried. Time: 8:03 p.m. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee <br />of the Whole in the Council Chambers of the County -City Building on Monday, April 13, 1970, at <br />8:04 p.m. The meeting was called to order by Chairman William W. Grounds, who presided. <br />nVnTMAMOV <br />AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS <br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF <br />THE CITY OF SOUTH BEND, INDIANA (Chapter 40, <br />Municipal Code), AS AMENDED. (600 ft. S. of Ireland <br />Road, on Miami Road) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Speaking in behalf of the petitioners <br />was Attorney Stephen A. Seall. He said the petitionere, Mr. & Mrs. Robert R. Allen, intend to <br />build an attractive building to be used as a self - service laundromat and car wash. He stated <br />that the site plan has been altered at the suggestion of the Area Plan Commission. Councilman <br />Laven made a motion to amend the Ordinance as follows: <br />In Section I, last sentence in Section I, delete the period at the end of the sentence <br />and insert after the word "District "to conform with the site development plan attached <br />and made a part hereto. <br />Councilman Palmer seconded the motion. Motion carried. Councilman Reinke made a motion that <br />the Ordinance go to the Council favorable, as amended. Councilman Palmer seconded the motion <br />Motion carried. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO THE CITY OF SOUTH BEND <br />CERTAIN TERRITORY CONTIGUOUS THERETO. (Lilac, <br />Darden and Brick Roads) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. A group of German Township residents <br />spoke against the Ordinance. They were: Philip D. Barkley, 50690 Portage Highway, South Bend; <br />Earl Harness, 52698, Lynnewood Road, South Bend; Charles E. Bode, 22922 Adams Road, South Bend; <br />
