136 <br />SPECIAL MEETING MARCH 13, 1970 <br />RESOLUTION NO. 236 -70 (Cont'd.) <br />NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend, that: <br />Section 1. The Mayor, Lloyd M. Allen, of the City of South Bend, Indiana., or his <br />lawful successor is hereby authorized to submit to the Secretary the comprehensive city demonstra- <br />tion program and such supporting and collateral material as shall be necessary. <br />Section 2. Laven <br />Member of the Common Council <br />The public hearing on this Resolution was continued from the meeting of March 9, 1970.(page 334) <br />Council - President Laven pointed out that the Council had made several alterations in funds, <br />which would eliminate or reduce three funds and they transferred a total of $94,959.00 to a <br />.housing revolving fund. He further stated that a $49,567.00 item for the operation of a neighbor - <br />hood association was eliminated altogether; $42,792.00 was - cut -from a consumer action program <br />proposal, and an amount of $2,600.00 was cut from a career opportunity training program. Funds <br />for the neighborhood association are available from the office of Economic Opportunity he said. <br />He also announced that the housing revolving fund will allow residents to improve their properties <br />with 3- percent interest federal loans. <br />Those urging the Council to adopt the resolution were: Mrs. Ruth Price, 2245 Beverly Place, South <br />Bend; Charles Lennon, Program Director, Model Cities Neighborhood Program; and Jesse L. Dickinson, <br />Attorney and member of the Planning Board who stated that the assets of the program outweigh the <br />liabilities; and Rita Baron, Co- Chairman of Physical Committee, Model Cities Program. <br />Neighborhood residents who claimed that the details of the program are not what most of the <br />residents in the target area want were: Norma Lynk, 121 N. Studebaker St., South Bend and Floyd <br />Carter, 1619 Fassnacht St South Bend. <br />Councilman Reinke made a motion, seconded by Councilman Zielinski, for the adoption of the Resolu- <br />tion. Motion carried unanimously. 1 absent,(Councilman Wise) <br />RESOLVE INTO COMMITTEE OF THE WHOLE <br />Council- President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the State of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Allen so moved, seconded by Councilman Reinke. Motion <br />carried. Time: 10:05 a.m. <br />COMMITTEE OF THE WHOLE MEETING <br />reconvened <br />Be it remembered that the Common Council of the City of South Bend, Indianap in Special Session <br />in the Committee of the Whole in the Council Chambers of the County -City Building on Friday, <br />March 13, 1970, at 10:07 a.m., The meeting was called to order by Chairman William W. Grounds. <br />.ORDINANCE <br />AN ORDINANCE ALLOWING FUNDS TO BE TEMPORARILY <br />TRANSFERRED FROM THE TRACK ELEVATION FUND TO <br />THE MODEL CITIES FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon.. City Attorney S. J. Crumpacker stated <br />if the contract is approved by the government, the government is going to reimburse the City. <br />If the contract is not approved, this money will have to be appropriated back into the Track <br />Elevation Fund. Mr. Charles F. Lennon, Director of Model Cities Program said he cannot cut <br />personnel and he said without the funds the staff would be disbanded and the program jeopardized. <br />Councilman Palmer agreed that when the contract comes back from HUD within the 90 -day period, <br />the Council still has. an opportunity to make more changes in the program. <br />Councilman Laven made a motion seconded by Councilman Reinke that the Ordinance go to the Council <br />as favorable. Motion carried unanimously. 1 absent (Councilman Wise) <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to the Council. Councilman Reinke so moved, <br />seconded by Councilman Zielinski. Motion carried.
