3 <br />REGULAR MEETING MARCH 9, 1970 <br />RESOLUTIONS <br />RESOLUTION <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, AUTHORIZING SUBMISSION OF A <br />COMPREHENSIVE CITY DEMONSTRATION PROGRAM. <br />A public hearing on the above Resolution was held at this time. Speaking in behalf of the Model <br />Neighborhood Planning Agency, Charles F. Lennon, Program Director, said it is urgent that the <br />Council give its approval of the Comprehensive City Demonstration Program because the plan has to <br />be in the Chicago Office of the U. S. Department of Housing and Urban Development by 5:00 p.m. <br />Friday, March 13, 1970. He said the One -year planning period ends Saturday. Also speaking for <br />the adoption of the Resolution were Odell Newburn, Chairman of the Planning Board of the Model <br />Cities Program and Jesse L. Dickinson, Attorney and member of the Planning Board who stated that <br />the assests of the program outweigh the liabilities but there will be changes made later. <br />Speaking against the Resolution were Floyd Carter, 1619 Fassnacht St., South Bend; Norma Ganaway, <br />214 Birdsell St., South Bend and Norma Lynk, 121 N. Studebaker St., South Bend. <br />Council - President Laven announced this public hearing will be continued at a Special meeting to <br />be held March 13, 1970 at 8:30 p.m. and pointed out to the residents that the Model Cities Progra <br />is one that aims to improve all aspects of a neighborhood, physical, social,educational, recrea- <br />tional and others. Councilman Allen said she would like to see the details of the program and <br />Mr. Lennon replied that details will be worked out within the next 90 -days and he will see that <br />she receives copies of them. <br />RESOLUTION <br />A RESOLUTION ESTABLISHING A RESOURCE SERVICES <br />CENTER FOR DISPENSING OF SERVICES TO THE <br />CITIZENS OF SOUTH BEND AND SURROUNDING AREAS. <br />A public hearing was held at this time on the above Resolution but was postponed until March 23, <br />1970. Councilman Palmer made a motion that the public hearing be continued on March 23, 1970 and <br />Councilman Craven seconded the motion. Motion carried. <br />This Resolution would establish a Resource Services Center in which the St. Joseph County Welfare <br />Department, Health Department, Legal Aid Department and other agencies could be housed in one <br />building. Miss Virginia Guthrie objected to such an establishment. Wilmer H. Tolle, executive <br />director of the St. Joseph County Welfare Department said such a centralized service is needed <br />and that when his department moves into the new County -City Building, traffic caused by recipient: <br />will become a problem. City Attorney S. J. Crumpacker said the services center has been under <br />discussion for several months and is envisioned as a center where a file would be available on al: <br />persons involved with service agencies, and would provide information to residents on where to go <br />for help. <br />UNFINISHED BUSINESS <br />In response to Council - Presidents request, Councilman Allen, Legislative Committee Chairman gave <br />a report on the City's right to purchase a parking lot for city employees at 117 S. Lafayette <br />Blvd. for $70,000.00. She read all the applicable laws but stated that her committee could not <br />meet with her and the City Attorney did not have time to review the statutes with her, however, <br />after all her research, she still believes the administration had no right to buy the tract <br />without Council approval. She stated that the Cumulative- Capitol improvement funds should 'al- <br />ways be used for - public "- benefits,Inot fora restricted parking lot for certain departmental - <br />workers. <br />There being no further business <br />ment.
