COMMITTEE OF THE WHOLE MEETING MARCH 9, 1970 <br />COMMITTEE OF THE WHOLE MEETING <br />nRnTNAVrR <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA <br />AND ASHLAND CHEMICAL COMPANY, SOUTH BEND, <br />INDIANA, FOR THE PURCHASE OF CHEMICALS FOR USE <br />FROM FEBRUARY 7, 1970 TO FEBRUARY 7, 1971 IN <br />THE AMOUNT OF $6,840.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Utilities Director, John Hunter spoke <br />on behalf of the Ordinance. Miss Virginia Guthrie asked why the date of the contract was January, <br />1970. Mr. Hunter stated the Water Works enters into the contract, then the Ordinance is prepared <br />and presented to the Council for approval. The contract does not become valid until the Council <br />has given its approval he said. Councilman Laven made a motion, seconded by Councilman Palmer <br />that the Ordinance go to the Council as favorable. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA <br />AND INLAND CHEMICAL CORPORATION, SOUTH BEND, <br />INDIANA, FOR THE PURCHASE OF CHEMICALS FOR USE <br />FROM FEBRUARY 7, 1970 TO FEBRUARY 7, 1971, IN <br />THE AMOUNT OF $27,075.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Utilities Director, John Hunter spoke <br />on behalf of the Ordinance. He stated he had investigated various sources of purchasing these <br />chemicals, however the most expensive item is transportation and storage of the chemicals. <br />Mrs. Irene Mutzel, 320 Parkovash, South Bend, objected to the City using Flucxide in city water. <br />Councilman Janet S. Allen cited her objections using fhzaride in City water and said she has been <br />unable to obtain statistics from the St. Joseph County Health Department on the possible benefic- <br />ial effect of the chemical since it was added to the City water system three years ago. She also <br />objected to the fluoride purchase being on the same ordinance as the chlorine because she said <br />she was not against purification of city water. She stated her objections to the rising costs** <br />of fluoride and said next year the contracts should be separate. Dr. Wilmer H. Tolle, director <br />of the St. Joseph County Welfare Department cited dental expenses for welfare clients and said in <br />1969 dental care for 1,914 children cost $69,000 and in 1968 for 2,195 children it cost $85,365. <br />Councilman Reinke made a motion, seconded by Councilman Wise that the Ordinance go to the Council <br />as favorable. Motion carried. * *(Councilman Allen said the cost of hydrofluosilicic acid <br />doubled in cost over 1968 purchase.) <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WASTEWATER TREATMENT PLANT OF THE CITY OF SOUTH <br />BEND, INDIANA AND GARNER'S PLUMBING AND HEATING <br />PIPING CONTRACTOR OF ARGOS, INDIANA, FOR A SEWER <br />REPAIR AT 1141 CAMPEAU STREET, SOUTH BEND, INDI- <br />ANA, IN THE AMOUNT OF $3,900.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Utilities Director, John Hunter explain- <br />ed this contract was to remove a bucket that was buried 18 -feet down in the sewer. Councilman <br />Palmer made a motion the Ordinance go to the Council as favorable. Councilman Craven seconded <br />the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA <br />AND SOUTH BEND WINDOW CLEANING COMPANY, INCOR- <br />PORATED, SOUTH BEND, INDIANA, FOR JANITORIAL <br />SERVICES AT 224 NORTH MAIN STREET, SOUTH BEND, <br />INDIANA FROM APRIL 1, 1970 TO APRIL 1, 1971, <br />IN THE AMOUNT OF $5,868.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Utilities Director, John Hunter answered <br />various questions of the Councilmen and explained the South Bend Window Cleaning Company was the <br />low bidder. Councilman Zielinski made a motion, seconded by Councilman Szymkowiak that the <br />Ordinance go to the Council as favorable. Motion carried. <br />
