<br />REPORT FROM THE CONTROLLER
<br />The report of the City Controller for the month of August, 1969 was submitted to the Council,
<br />each Councilman having received a copy of the report prior to the meeting. Councilman Zielinski
<br />made a motion that the report be accepted as read and placed on file. Councilman Allen seconded
<br />the motion. Motion carried.
<br />REPORT OF COMMITTEE OF THE WHOLE
<br />To the Common Council of the City of South Bend:
<br />Your Committee, the Committee of the Whole to whom was referred: "AN ORDINANCE APPROPRIATING
<br />MONEYS FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERN-
<br />MENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1970, AND
<br />ENDING DECEMBER 31, 1970, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME
<br />WHEN THE SAME SHALL TAKE EFFECT."

<br />RESOLUTION OF THE COMMON COUNCIL OF
<br />THE CITY OF SOUTH BEND, INDIANA
<br />AUGUST 25, 1969
<br />WHEREAS, THE CHICAGO SOUTH SHORE AND SOUTH BEND RAILROAD (hereinafter called the
<br />"RAILROAD ") has for many years past operated its trains into the City of South Bend along and
<br />over the streets of South Bend, and
<br />WHEREAS, the City of South Bend is experiencing population growth and increased
<br />vehicular traffic along and upon its streets, and
<br />WHEREAS, -said increased vehicular traffic is complicated and made more hazardous by
<br />the presence of the RAILROAD'S tracks across and along the streets of South Bend and the opera-
<br />tion of the RAILROAD'S trains along said tracks, and
<br />WHEREAS, it is the belief and conviction of the COMMON COUNCIL of the City of South
<br />Bend that the traffic problems of the City and the congestion upon the streets over which the
<br />RAILROAD operates its trains will be improved and lessened by the removal of the tracks and
<br />the rail traffic thereon,
