REGULAR MEETING JUNE 9, 1969 <br />NEW BUSINESS (Continued) <br />This type of program has already demonstrated its worth in communities such as Flint, Michigan <br />and Tucson, Arizona which have been beset by problems in their schools similar to those now <br />facing South Bend. We believe that such a program would make an invaluable contribution toward <br />alleviating those problems which now face our community schools and which are reflected in the <br />presence of.armed guards in our high schools. <br />The Police- School Liaison Program would, we believe, benefit the South Bend Community in several <br />respects. It would, first of all, provide the framework for the development of better under- <br />standing and greater cooperation between students, the school system, the Police Department, <br />and the community. Additionally, it would engender respect for, and confidence in, law enforce- <br />ment officials among the young people of the community which appears to be so totally lacking <br />in many respects today. Perhaps most importantly, it would provide a means for rendering assist- <br />ance and direction to an individual at an early age when it is otherwise lacking (e.g. by <br />promptly bringing matters to the attention of parents and enlisting their cooperation, or if <br />parental concern is lacking, then through the schools in cooperation with the Police Department) <br />when he reaches those points in his life when he doesn't know which way to turn, and before he <br />has made a'choice which would have a disastrous effect on his life. And finally, as a result of <br />the above, it would reduce the amount of juvenile delinquency in the community. <br />Certainly, if something is not done in the near future, the prospects for the years ahead are <br />dismal. This, the Police- School Liaison Program is something which we as a community simply <br />cannot afford not to utilize. It has much to offer and much to recommend it.
