COMMITTEE OF THE WHOLE <br />ORDINANCE <br />AN ORDINANCE AMENDING CHAPTER 25 SECTION 61 OF <br />THE SOUTH BEND MUNICIPAL CODE RELATING TO <br />OVERTIME PARKING, AS AMENDED. <br />MAY 12, 1969 <br />.This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Attorney Shepard J. Crumpacker <br />explained the new Ordinance and said it clarifies the meter regulations. He said six to eight <br />tickets a day could accumulate on a car parked in violation by feeding a meter if a car is left <br />beside a meter in excess of the allowable time period, even though the meter does not show <br />expired. In addition, it provides that police may have a vehicle towed away after four hours at <br />one spot and the towing charges and fines assessed of the owner. Capt. Gerald Knepper of the <br />Traffic Division explained the duties of the meter maids under the new ordinance. Mr. Donald <br />Finley, 2507 Marquette Blvd. who lives in public housing and said he represents some "400" <br />poor public housing tenants, objected to the meter ordinance and said it will penalize the poor <br />who cannot afford parking tickets. Councilman Craven made a motion to amend the Ordinance to <br />read as follows: <br />Sectional is changed to read Section 1 -A <br />Item "a" is changed to read "(1)" <br />Item "b" is changed to read "(2)" <br />Item "c" is changed to read "(3)" <br />Section 2 is changed to read Section B <br />Section 3 is changed to read Section C <br />Third line of Section C is to read "this city, for a period of more than four hours shall <br />be presumed to" (three hours is changed to four hours) <br />Section 4 is changed to read Section 2 <br />Under Section 1 -A, - under caption (2) delete the phrase "whether or not the meter for such <br />space indicates that the time for occupying such space has expired; or" and insert at <br />this point the following phrase: "by depositing in any parking meter any coin for the <br />purpose of parking beyond the maximum legal parking time, for the <br />particular parking meter zone, or, otherwise, or <br />Councilman Allen seconded Councilman Craven's motion. Councilman Craven made a motion that the <br />Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Zielinski <br />made a motion to adjourn. Councilman Reinke seconded the motion.
