COMMITTEE OF THE WHOLE MEETING JANUARY 27, 1969 <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee of the Whole <br />in the Council Chambers of City Hall on Monday, January 27, 1969, at 8 :00 p.m., eight members present, Council- <br />men, Laven, Allen, Craven, Grounds, Szymkowiak, Palmer, Reinke and Zielinski. One member absent, Wise. The <br />invocation was given by Reverend James 0. Banks, Sunnyside Presbyterian Church, South Bend, Indiana. The <br />meeting was called to order by Chairman, William W. Grounds, who presided. <br />ORDINANCE <br />AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER <br />THE FULL AGE OF EIGHTEEN (18) YEARS ON PUBLIC STREETS <br />AND OTHER PUBLIC PLACES BETWEEN CERTAIN HOURS, WITH <br />EXCEPTIONS. DEFINING RESPONSIBILITIES OF PARENTS OR <br />GUARDIANS OR OTHER HAVING THE LEGAL CARE AND CUSTODY <br />OF MINORS UNDER THE FULL AGE OF EIGHTEEN (18) YEARS AND <br />PROVIDING FOR PENALTIES AND ARRESTS FOR VIOLATION <br />THEREOF, DESCRIBING CERTAIN PROCEDURES IN THE APPRE- <br />HENSION AND PROCESSING OF SUCH MINORS UNDER THE FULL <br />AGE OF EIGHTEEN (18) YEARS AND REPEALING ALL ORDINANCES <br />IN CONFLICT HEREWITH, AS AMENDED. <br />This being the time heretofore set for public hearing on the obove Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Miss Virginia Guthrie, South Bend Civic Planning Association,asked <br />what the purpose of the proposed ordinance was. Council - President Laven stated that this ordinance amended <br />Ordinance No. 4731 -65, Section II, and clarifies the procedure of prosecution. It puts into clearer language, <br />the point that if a juvenile is found to violate the ordinance a second time the parents or guardians are subject <br />to fines of from $25.00 to $300.00. Councilman Allen made a motion that the Ordinance go to the Council as <br />favorable. Councilman Zielinski seconded the motion. Motion carried. <br />s <br />
