COMMITTEE OF THE WHOLE MEETING <br />OCTOBER 14, 1968 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers of City Hall on Monday, October 14, 1968, at 8;00 P.M., eight members present, Council- <br />men Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Palmer, and Zielinski. One absent, Councilman Wise. <br />The invocation was given by Councilman Robert 0. Laven. The meeting was called to order by Chairman William <br />W. Grounds, who presided. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TERRITORY TO THE <br />MUNICIPAL CITY OF SOUTH BEND, INDIANA. <br />(Located Near Ironwood and Edison) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Mr. Joseph T. Helling, Attorney representing the petitioner, Mrs. <br />John F. Buzby, and Portage Realty, explained that if annexed and rezoned, Portage Realty Corp. would erect <br />three apartment buildings. Speaking against the Ordinance was Mr. Arthur James, 18107 Edison Road, who questioned <br />the feasibility of the annexation and asked what would happen to his property.* Councilman Reinke made a motion <br />the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion carried. <br />* Councilman Allen asked if Mr. James" property would still be in the County. The answer was "yes ". <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO <br />ACCOUNT B -53, "REFUNDS, AWARDS AND INDEMNITIES" <br />IN THE CONTROLLERS OFFICE IN THE AMOUNT OF <br />$5,000.00 AND THE TRANSFER OF SAID SUM FROM AC- <br />COUNT P -11, "SERVICES PERSONAL" IN THE POLICE <br />DEPARTMENT, ALL BEING WITHIN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were. <br />given an opportunity to be heard thereon. City Attorney Arthur W. Frisk, said there have been several <br />judgments and claims against the city:and there are about $4,000.00 in claims still pending. The total put <br />in this account this year, with this appropriation, will be $21,000.00. Councilman Szymkowiak made a motion <br />the Ordinance go the the Council as favorable. Councilman Reinke seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO <br />ACCOUNT P -252, "REPAIR OF EQUIPMENT ", IN THE <br />AMOUNT OF $3,000.00 AND THE TRANSFER OF SAID SUM <br />FROM ACCOUNT P -11, "SERVICES PERSONAL" IN THE <br />POLICE DEPARTMENT, ALL BEING WITHIN THE GENERAL <br />FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Police Chief Thomas H. McNaughton said there had not been enough <br />money appropriated for the year and the money was needed for the repair of squad cars and motorcycles. <br />Councilman Zielinski made a motion the Ordinance go to the Council as favorable. Councilman Palmer seconded <br />the motion. <br />s <br />
