Frank Miles <br />President <br />Area Plan Commission <br />St. Joseph County, Indiana <br />There being no objection, the communication was accepted as read, and placed on file. <br />PETITION <br />PETITION TO ANNEX CERTAIN PROPERTY TO THE <br />CITY OF SOUTH BEND, INDIANA <br />TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />The undersigned hereby petition your Honorable Body to annex to and bring within the City of South Bend, <br />Indiana, the following described property located in St. Joseph County, State of Indiana, which is contiguous <br />to lands now within such city: <br />The east 249 feet more or less of the west one -half of the <br />southwest 1/4 of Section 33, Township 38 North, Range 2 East, <br />German Township, Saint Joseph County, Indiana, and bounded <br />by Lincolnway West on the south, Saint Joseph County <br />Airport on the west and north and Portage Township on the <br />east. <br />The aforementioned real estate constitutes the easterly 249 feet of a parcel of realty which is approximetely <br />918.9 feet in width, east and west, recently acquired by the undersigned nonprofit corporation for use as <br />Phase II of the Airport Industrial Park: that all of the real estate included in Phase II of the Airport <br />Industrial Park is already a part of the City of South Bend, Indiana, except for the portion thereof described <br />in this petition and this petition is filed in order that the realty described herein may be annexed to the <br />City of South Bend, Indiana, and thus result in all of Phase II of the Airport Industrial Park being located <br />within the corporate limits of South Bend, Indiana. <br />The undersigned petitioner also accompanies this petition with four copies of a drawing showing that the land <br />described in this petition is situated between the St. Joseph County Airport and the existing city limits <br />of South Bend, Indiana, and also accompanies this petition with 25 copies of a proposed form of ordinance to <br />annex the realty described herein to the City of South Bend, Indiana. <br />Dated this 12th day of August, 1968. <br />Respectfully, submitted <br />INDUSTRIAL FOUNDATION, INC. <br />OF SOUTH BEND, INDIANA, <br />an Indiana not - for - profit corporation <br />By: /s/ Warren E. McGill <br />Vice President <br />Councilman Szymkowiak made a motion to refer the above Petition to the Annexation Committee, and then, <br />simultaneously, to the Area Plan Commission for their review and report back to the Annexation Committee. <br />Councilman Allen seconded the motion. Motion carried. <br />ORDINANCE,:THIRD READING <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE 4990 <br />(CHAPTER 40 MUNICIPAL CODE) OF THE CITY OF SOUTH BEND, <br />INDIANA. North Side Ireland Road between Ireland Road <br />and Walter St. (Ayr -Way) <br />The Ordinance was given third reading and lost by a roll call vote of 0 ayes, 7 nays, (Councilman Allen, Craven, <br />Grounds, Szymkowiak, Wise, Palmer and Zielinski). 2 abstained, (Councilman Laven and Reinke) 0 absent. <br />Councilman Reinke stated his reason for abstaining was because he felt the matter needed further study. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE NO. 5032 -68 <br />AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, <br />AUTHORIZING THE MAKING OF A TEMPORARY LOAN FOR <br />THE GENERAL FUND AND THE ISSUANCE AND SALE OF <br />WARRANTS OF THE CITY FOR SUCH PURPOSE <br />The Ordinance was given first reading by title and second reading in full. Councilman Wise made a motion for <br />suspension of rules. Councilman Palmer seconded the motion. Motion carried. This being the time for public <br />hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. <br />Chief Deputy of the City Controller's Office, Mr. James Borror, explained it was needed for operating expenses <br />as the tax money will not be recieved until the end of the year. The Ordinance was given third reading and <br />passed by a roll call vote of 9 ayes, (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, <br />Palmer, and Zielinski). 0 absent. <br />
