REGULAR MEETING September 9, 1968 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers in City Hall on Monday, September 9, 1968 at 11:18 P.M., nine members present, none absent. The meeting was called to order by President Robert 0. Laven, who presided. ROLL CALL PRESENT: Councilman Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski. ABSENT: None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend, Indiana: Your Committee on the inspection and supervision of the minutes would respectfully report that they have examined the minutes of the previous meeting of the Council and found them correct. Palmer Meeting of August 26, 1968 There being no objections, the report was accepted as read, and placed on file. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend, Indiana: Your Committee of the Whole to whom was referred "AN ORDINANCE-AMENDING AND SUPPLEMENTING ORDINANCE 4990 (Chapter 40 Municipal Code) OF THE CITY OF SOUTH BEND, INDIANA ". North Side Ireland Road between Ireland Road and Walter St. Respectfully report that they have examined the matter and that in their opinion the Ordinance go to the Council as unfavorable. /s/ William W. Grounds Chairman There being no objection, the report was accepted as read, and placed on file. COMMUNICATION RESOLUTION OF THE AREA PLAN COMMISSION OF ST. JOSEPH COUNTY, INDIANA, DETERMINING THAT A DECLARATORY RESOLUTION AND AN URBAN RENEWAL PLAN APPROVED AND ADOPTED BY THE CITY OF SOUTH BEND REDEVELOPMENT COMMIS- SION CONFORMS TO THE MASTEjt PLAN OF THE CITY OF SOUTH BEND, AND AP- PROVING THAT RESOLUTION AND THE URBAN RENEWAL PLAN WHEREAS, in connection with an application of the City of South Bend Department of Redevelopment to the Depart- ment of Housing and Urban Development Administrator for financial assistance under Title I of the Housing Act of 1949, as amended, the approval of the Governing Body of the Locality in which the project is situated of an Urban Renewal Plan for the project area in such application is required by the Federal Government before it will enter into a contract for loans and grants with the City of South Bend Department of Redevelopment under said Title I; and WHEREAS, THE Governing Body of the Locality, under the provisions of the Redevelopment of Cities and Towns Act of 1953, as amended, may give their approval of the Urban Renewal Flan only after the Plan Commission of the Locality has issued its written order approving a Declaratory Resolution and Urban Renewal Plan approved and adopted by the Redevelopment Commission of the Locality; and WHEREAS, the City of South Bend Redevelopment Commission has approved and adopted a Declaratory Resolution and an Urban Renewal Plan in behalf of the Central Downtown Project which is known as]Project No. Ind. R -66 and is identified in said Resolution and Plan, and has submitted said Resolution and Plan to the Area Plan Commission of St. Joseph County, both of which are attached hereto and are made a part hereof. NOW, THEREFORE, BE IT RESOLVED by the Area Plan Commission of St. Joseph County, Indiana as follows: 1. That the Urban Renewal Plan for the Central Downtown Project conforms to the Master Plan of Development for the City of South Bend. 2. That the Urban Renewal Plan for the Central Downtown Project is in all respects approved, ratified and confirmed.
