<br />felt the cooperation of the citizens has increased which is a big help to the department. He paid
<br />respect to the courts in getting "tougher" with the first offenders. He concluded by indicating
<br />that the department was now in the process of putting in the new radio frequency which would give
<br />a better coverage in the city's streets and alleys. Councilman Kopczynski asked what one program
<br />the Safety Director had initiated that had helped the department the most. Chief Urban indicated
<br />that Mr. Gallagher had been instrumental in the foot patrol program. Council President Nemeth
<br />thanked Chief Urban for his report..
<br />ORDINANCES, SECOND READING
<br />ORDINANCE NO. 5609 -73 AN ORDINANCE AMENDING AND SUPPLEMENTING
<br />CHAPTER 40 OF THE MUNICIPAL CODE OF
<br />SOUTH BEND, INDIANA (SOUTHWEST CORNER
<br />OF IRONWOOD DRIVE AND RIDGEDALE ROAD).
<br />This ordinance had second reading. Mr. Joseph Helling, the attorney representing the Ridgedale
<br />Nursing Home, indicated that he had met with Mrs. Julow and Mrs. Peterson concerning the matter of
<br />the landscaping, and he proposed the following amendment to the ordinance to be added at the end
<br />of Section 1, immediately following the words "Ridgedale Nursing Home ":
<br />provided that the landscaping shown on the South and West sides of the site be, or
<br />be made, of sufficient density to prevent normal passage of persons through such
<br />landscaping; and that landscaping of sufficient density to obscure vision from
<br />the North be established along the Northerly and Westerly boundaries in the area
<br />where loading and unloading is performed, all such landscape screening to be
<br />installed within one month from the effective date of this ordinance. The
<br />petitioner shall certify in writing to the President of the Common Council at
<br />the end of the month that the plantings have been installed in accordance with
<br />the ordinance requirements.
<br />Mr. Helling indicated that the above amendment was acceptable to the Ridgedale Nursing Home.
<br />Councilman Taylor made a motion to so amend the ordinance, seconded by Councilman Newburn. The
<br />motion carried. Councilman Miller then made a motion that the ordinance pass, as amended, seconde
<br />by Councilman Szymkowiak. The ordinance passed by a roll call vote of nine ayes (Councilmen Serge
<br />Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth).

<br />4990 -68, AS AMENDED, COMMONLY KNOWN
<br />AS THE ZONING.ORDINANCE OF THE CITY
<br />OF SOUTH BEND, INDIANA (CHAPTER 40,
<br />MUNICIPAL CODE) - 1104 NOTRE DAME
<br />AVENUE.
<br />This ordinance had second reading. Councilman Parent made a motion to strike the ordinance from
<br />the files, seconded by Councilman Miller. The motion carried.
<br />ORDINANCE NO. 5610 -73 AN ORDINANCE AMENDING CHAPTER 13,
<br />OFFENSES, OF THE MUNICIPAL CODE OF
<br />THE CITY OF SOUTH BEND, INDIANA.
<br />This ordinance had second reading. Councilman Taylor made a motion to amend the ordinance to
<br />insert "legal publication" in Section II, seconded by Councilman Szymkowiak. The motion carried.
<br />Councilman Szymkowiak then made a motion that the ordinance pass, as amended, seconded by
<br />Councilman Parent. The ordinance passed by a roll call vote of nine ayes (Councilmen Serge,
<br />Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth).

<br />AN ORDINANCE AMENDING THE MUNICIPAL
<br />CODE OF THE CITY OF SOUTH BEND, INDIANA,
<br />FOR THE REGULATION OF CITY -OWNED VEHICLES.
<br />This ordinance had second reading. Councilman Newburn made a motion to amend the ordinance at
<br />paragraph (d) to read: "The first sentence of paragraph (c) of this section ... ". Councilman
<br />Parent seconded the motion. The motion carried. Councilman Taylor then made a motion that the
<br />ordinance pass, as amended, seconded by Councilman Kopczynski. The ordinance passed by a roll cal
<br />vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath,
<br />Newburn and Nemeth).

<br />YEAR BEGINNING JANUARY 1, 1974, AND
<br />ENDING DECEMBER 31, 1974, INCLUDING ALL
<br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND
<br />FIXING A TIME WHEN THE SAME SHALL TAKE
<br />EFFECT.
