The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, Miller <br />Parent, Taylor, Kopczynski, Horvath, <br />Newburn and Nemeth. <br />ABSENT: None. <br />I lCouncil President Nemeth indicated that he wished to thank his fellow councilmen, the City Clerk's <br />Office and all those persons who expressed concern during his recent hospitalization. <br />(Councilman Kopczynski made a motion to resolve into the Committee of the Whole, seconded by <br />Councilman Taylor. The motion carried. <br />IICOMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, October 22, 1973, at 7:04 p.m., with nine members present. Chairman Odell Newbu <br />presided. <br />II ORDINANCE AN ORDINANCE REQUIRING CITY DEPARTMENTS TO <br />SUBMIT BUDGETS TO COMMON COUNCIL. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Council President Peter J. Nemeth made the pre- <br />sentation for the ordinance. He explained the provisions of the ordinance, indicating that it was <br />proposed that some of the departments, particularly the Waterworks, would be required to submit <br />budgets to the Council for approval. He stated that this had not been done before and gave rise <br />to the opinion by the public that something "fishy" was going on. He stated that he was not going <br />to point fingers at anyone; however, he felt it was very important that such an appearance be done <br />away with. He stated that the ordinance would require budgets from the Bureaus of Municipal <br />Parking, Sewers, Solid Waste, Water Supply and Wastewater, and would be submitted to the Mayor for <br />his recommendation and then to the Council on or before November 1. He indicated that the budgets <br />would be annually and on a calendar -year basis. In the event that the Council would not act on or <br />before the last day of November, the budgets previously passed would remain in effect. The Council <br />would have the power to reduce the budgets but could not increase them unless recommended by the <br />
