REGULAR MEETING - RECONVENED (CONTINUED)
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend,
<br />Indiana: That the Council will interpose no objection to the construction of additional
<br />public housing units in the part of the city West of Michigan on scattered sites that
<br />are to be approved by the Common Council.

<br />A public hearing was held on the resolution at this time. Dr. John Kromkowski, Director of the
<br />Department of Human Resources and Economic Development, made the presentation for the resolution.
<br />He stated that the resolution simply indicated that the Council would not object to the construc-
<br />tion of additional public housing units in the area of the city West of Michigan Street. He
<br />explained that the purpose of the resolution was to expedite three construction projects. He
<br />indicated that the position of the Council has been to allow 17 sites on the area West of Michigan
<br />Street. He stated that this was now inappropriate data. He indicated that the three sites pro-
<br />posed would be approved by the Council and the commission. Councilman Kopczynski asked where the
<br />areas were located, and Dr. Kromkowski indicated that he could not determine that at the present
<br />time. He was hopeful that the Council, the commissioners and the three contractors involved would
<br />make that determination. He expressed the feeling that the city should not move towards the
<br />erection of housing that is out of style for a particular neighborhood. He indicated that an
<br />example of this would be in the area in the middle of the proposed Sample Street overpass. Counci:
<br />man Kopczynski asked about the percentage of public housing units West and East of Michigan Street
<br />Dr. Kromkowski indicated that there were 751 units West of Michigan and 200 units East of Michigan
<br />Those units in the process of construction totalled 14 West of Michigan and 15 East of Michigan.
<br />Councilman Kopczynski felt this was no way to look at the housing situation within the city. He
<br />felt it should be evenly divided. Dr. Kromkowski indicated that there were more than just 17
<br />sites available in the Model Cities area and, in other areas of the city, there were no areas
<br />available. Councilman Kopczynski asked Dr. Kromkowski if, when the original request had been made
<br />before the Council, the commission had requested 17 sites, and Dr. Kromkowski indicated that this
<br />was correct; however, he stated that, if there are sites around the city that would be feasible,
<br />the public housing should be allowed. Councilman Newburn felt this type of housing should be
<br />treated in the same manner as is done in the Area Plan Commission. He stated that he wanted to se(
<br />the sites and plans for those sites. Dr. Kromkowski agreed. Councilman Newburn also felt the
<br />question of the housing should be presented to the Council for approval. Dr. Kromkowski agreed.
<br />Councilman Parent stated that he felt all the resolutions meant very little in a sense. Dr.
<br />Kromkowski reminded Councilman Parent that, at the present time, there was a resolution on file
<br />that was holding the city to the 17 sites West of Michigan Street. Councilman Parent indicated
<br />that he would support the building of public housing on the East side of Michigan Street; however,
<br />he felt that, if there were available sites elsewhere, they should be utilized. He asked if the
<br />authorization was needed at the present time, and Dr. Kromkowski indicated that it was necessary
<br />because they were being held up by the previous resolution adopted by the Council. Councilman
<br />Szymkowiak indicated that, at one time, the Council had been told that 17 sites were all that was
<br />needed in the Model Cities area. He stated that the Council had agreed to that and the necessary
<br />resolution had been adopted and now a request was being made to rescind that resolution. He felt
<br />there was room on the East side of Michigan Street and he felt the units should be constructed
<br />there first. He indicated that there was an open housing law in effect and he felt this should be
<br />shared equally. Councilman Newburn indicated that he has been concerned about the matter and wherf
<br />the people would be going. He felt the people were in dire need of the housing and the homes shout
<br />be built wherever possible, whenever possible. Councilman Taylor briefly talked about some of the
<br />land on the West side being purchased by a private school. Councilman Taylor made a motion that
<br />the resolution be adopted, seconded by Councilman Parent, who indicated that he hoped to see
<br />public housing on the East side of Michigan Street also.
<br />Councilman Kopczynski made a motion to amend the resolution by deleting the reference to the area
<br />West of Michigan Street and referring to the area as the Model Cities area, seconded by Councilman
<br />Szymkowiak. The motion was defeated. (Councilmen Serge, Miller, Parent, Taylor, Horvath, Newburn
<br />and Nemeth opposed.) Councilman Miller made a motion to delete the words "have been" in the
<br />fourth paragraph, last line, and insert the words "are to be ", seconded by Councilman Parent.
<br />There was a brief discussion on the amendment and the amendment carried. Councilman Taylor then
<br />made a motion that the resolution be adopted, as amended, seconded by Councilman Parent. The
<br />resolution passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent,
<br />Taylor, Horvath, Newburn and Nemeth) and one nay (Councilman Kopczynski).

<br />This ordinance had first reading. Councilman Parent made a motion that the ordinance be set for
<br />public hearing and second reading on September 24, 1973, seconded by Councilman Taylor. The moti
<br />carried.
