<br />IIRESOLUTION NO. 376 -73
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE
<br />CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE
<br />EXECUTION OF AMENDATORY CONTRACT FOR MODEL
<br />CITIES CODE ENFORCEMENT PROJECT, INDIANA E -5.
<br />WHEREAS, under the date of May 24, 1973, the Department of Housing and Urban
<br />Development (HUD) allocated an additional $52,639 as a grant to assist in the financing
<br />of the subject Code Enforcement Project; and
<br />WHEREAS, $52,500 of this additional grant is for rehabilitation grants, which is
<br />100% (per cent) reimbursable by the Department of Housing and Urban Development; and
<br />WHEREAS, HUD has tendered to the City of South Bend, Indiana, an Amendatory
<br />Contract identified as Indiana E -5 (AMT -2) to incorporate said additional grant into
<br />the original contract;
<br />NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend,
<br />Indiana, that said Amendatory Contract #2 is approved and the authority is given to the
<br />Mayor of the City of South Bend to execute said contract on behalf of the City of South
<br />Bend, Indiana, and that the Executive Director of the Department of Redevelopment is hereby
<br />given authority to submit said contract of said City to HUD and to act as correspondent
<br />in all matters pertaining thereto.

<br />A public hearing was held on the resolution at this time. Mr. Lawrence Wartha, Administrative
<br />Assistant to the Executive Director of the Department of Redevelopment, explained that this reso-
<br />lution was similar to the previous resolution for the northeast area.
<br />Councilman Taylor made a motion that the resolution be adopted, seconded by Councilman Kopczynski.
<br />The resolution passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller,
<br />Taylor, Kopczynski, Horvath, Newburn and Nemeth) with Councilman Parent absent.

<br />IN THE AMOUNT OF $400.00 FROM THE GENERAL
<br />FUND TO ACCOUNT L -34, "FILM AND BLUEPRINTING ",
<br />IN THE ENGINEERING DEPARTMENT BUDGET, SAID
<br />ACCOUNT BEING WITHIN THE GENERAL FUND.
<br />This ordinance had first reading. Councilman Taylor made a motion that the ordinance be set for
<br />public hearing and second reading on July 23, 1973, at 7:00 p.m., seconded by Councilman Horvath.

<br />POLICEMEN FOR THE CALENDAR YEAR 1974.
<br />This ordinance had first reading. Councilman Taylor made a motion that the ordinance be set for
<br />public hearing and second reading on July 23, 1973, at 7:00 p.m., seconded by Councilman Horvath.

<br />This ordinance had first reading. Councilman Horvath made a motion that the ordinance be set for

<br />AN ORDINANCE FIXING THE MINIMUM AND MAXIMUM
<br />SALARIES AND WAGES OF APPOINTED OFFICERS AND
<br />EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA,
<br />FOR THE YEAR 1974.
<br />This ordinance had first reading. Councilman Taylor made a motion that the ordinance be set for
<br />public hearing and second reading on July 23, 1973, at 7:00 p.m., seconded by Councilman Kopczynsk
<br />The motion carried. Council President Nemeth requested that present salary figures be available
<br />prior to the public hearing.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $10,000.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMIN-
<br />ISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />ITS DEPARTMENT OF PUBLIC WORKS.
<br />This ordinance had first reading. Councilman Serge made a motion that the ordinance be set for
<br />public hearing and second reading on July 23, 1973, at 7:00 p.m., seconded by Councilman Taylor.
<br />The motion carried.
<br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF
<br />$72,711.00 FROM VARIOUS ACCOUNTS IN THE
<br />FEDERAL ASSISTANCE PROGRAM FA -2, "DRUG ABUSE
<br />PROGRAM ", to ACCOUNT 266, "OTHER CONTRACTUAL
<br />SERVICES ", ALL ACCOUNTS BEING WITHIN THE DRUG
<br />ABUSE PROGRAM, DEPARTMENT OF HUMAN RESOURCES
<br />AND ECONOMIC DEVELOPMENT.
